LOCATIONS TO QUALIFY FOR USPS RATE DISCOUNTS SOL SSA-RFP-97-2924 DUE

Administration (SSA) requires the services of a contractor(s) to
furnish all personnel, equipment and facilities needed to pick-up and
prepare first-class mail at four (4) of its locations to qualify for
rate discounts under the United States Postal Service's (USPS)
Automation and Nonautomation discount programs and transport the mail
to the USPS the next acceptance day. The mail to be processed shall be
picked up (estimated annual quantities given) from the following
locations: Wilkes-Barre Data Operations Center, Wilkes-Barre, PA.
(5,000,000); Northeastern Program Service Center, Jamaica, NY.
(6,895,000); Western Program Service Center, Richmond, CA. (4,600,000);
and, Mid-Atlantic Program Service Center, Philadelphia, PA.
(5,100,000). The mail shall be processed in accordance with applicable
regulations and requirements in the USPS Domestic Mail Manual. The RFP
will allow for multiple awards by site. The period of performance shall
be for a basic year with four (4) one-year options to extend the term
of the contract. The contract will be subject to the Service Contract
Act and the place of performance is unknown. Therefore, upon issuance
of the RFP, potential offerors who intend to submit a proposal shall
notify SSA by written notice of the proposed place of performance and
wage determinations will be requested for this area. This acquisition
has been determined to be subject to Part 12 of the Federal Acquisition
Regulation (FAR) regarding the acquisition of commercial items.
Solicitation number SSA-RFP-97- 2924 is scheduled for release on or
about January 10, 1997, with proposals due 30 days thereafter. Requests
for the RFP should be received no later than fifteen (15) days after
the date of this publication. Requests received after this period will
be filled on a first-come, first-served basis until the supply is
exhausted. All requests should cite the solicitation number SSA-
RFP-97-2924. Written requests only; no telephone requests for a hard
copy of the solicitation will be accepted. All responsible sources may
submit a proposal which shall be considered by the agency. The
solicitation will also be available for download in electronic form on
the SSA Acquisition Data and Information Exchange (SADIE) Bulletin
