R -- ENGINEERING/TECHNICAL SUPPORT SOL N00164-97-R-0027 DUE 013097 POC Contact point, Ms. Hilda Quillen, Procurement Technician, Code 1164EJ, 812/854-2422, Fax 812-854-3465 The Navy has a requirement for Engineering/Technical Support and Training of Test Program Sets (TPS) for Module Screening and Repair Activity (MSRA) facilities and personnel for the Submarine Integrated Combat Systems (SICS) Project in accordance with NAVSURFWARCENDIV Crane Statement of Work (SOW). The tasks that are included in the SOW are as follows: A. The contractor shall provide test engineering, technical and management support to In-Service Engineering Agent (ISEA) personnel to monitor and review TPS Module Screening Repair Activity Trouble Reports (MTRs) generated at the MSRA facilities. B. The contractor shall provide training of SICS TPS's in the diagnosing and repairing of SICS electronic modules and provide repair personnel with diagnostic fault information to adequately repair and document the repair of SICS modules. C. The contractor shall provide Teradyne Test support and training of SICS TPS's to MSRA personnel. The government shall provide access to the NSWC Crane Center and MSRA sites, and provide computers, laboratory test equipment and meters in support of this effort. Various reports will be required as data deliverables. Travel will be required from Bloomington, IN to Pearl Harbor, HI (4 trips) and from Bloomington IN to New London, CT (2 trips). The contract period of performance for the basic portion is 10 months; 3 option years will be included in the contract. This procurement is being issued on a sole source basis to Artisan Electronics in Bloomington, IN due to the fact that the contractor has been involved with the design, integration and support of the SICS TPs's. The Total Small Business Setaside has been removed. All responsible sources may submit an offer which will be considered.
