The Government proposes to award a contract to Systems Planning and Analysis, Inc. (SPA) to continue analysis support of management related Science and Technology (S&T) issues as well as maintenance and development of the automated Graphical Modeling System (GMS), related data bases while the award of a competitive contract is being completed. The agency's minimum needs can only be satisfied by this supplier who has developed a unique product to analyze and display complex RDT&E data. No other source is known to have a product with this capability. This effort must be made on a sole source basis to provide for a continuation of the highly specialized services required to fulfill the Office of Naval Research's requirements using the Graphical Modeling System. SPA has the unique capability to provide the required services and no other contractor can satisfy the requirement without substantial duplication of costs and unacceptable delays. See Note 22.
