The Department of Defense has a requirement for technical and programmatic support for the Office of Naval Research (ONR) Mobile Offshore Base (MOB) Program. The only available corporate memory of the predecessor DARPA Program resides with several SYNTEK employees/experts who provided technical and programmatic support to the DARPA MOB Program. This knowledge and corporate memory is essential to completing the ONR MOB Program plan within the very short time available. This procurement will be negotiated on a sole source basis with Syntek Technologies, Inc. The period of performance will be two months. See Note 22. (0332)
