(310)336-4903. Request for Information. As part of a continuing process
to define the next generation MILSATCOM architecture, the MILSATCOM
Joint Program Office, MILSATCOM terminal program offices, and other
government organizations will be refining the technical concepts and
finalizing the costs for the next generation space systems that are
scheduled for fielding between 2005 and 2010, along with the associated
ground segments. These proposed DoD owned systems are anticipated to
cover the military EHF, SHF, Ka and UHF frequency bands. In addition
the DoD will continue to lease commercial services. The MILSATCOM Joint
Program Office will sponsor a two day briefing to industry on 17-18 Dec
96 at the Aerospace Corporation, El Segundo, CA. On the first day, the
appropriate government organizations will present the results of the
DoD Space Architects architecture study, the Joint Space Management
Board direction, the plans for the next phase of architectural work,
notional technical concepts for the future acquisitions, associated
acquisition and programmatic data, and other relevant data. Your
continued assistance in further definition of these concepts and their
associated costs will be requested on an ongoing basis through
mid-FY98. This requested information from industry will consist of
system level satellite and terminal technical concepts consistent with
the DoDSA architecture, including modifications to existing terminals,
and system level cost estimates and schedules. The government emphasis
is on industry generated technical and cost data which is based on
in-depth experience and expertise at the system level in building
satellites or terminals. A schedule of near term proposed meetings with
industry will be discussed during the briefing. Your inputs at or after
the briefing on how government and industry can best interact while
respecting competitive boundaries are requested. Proprietary sessions
can be arranged on the second day upon request. On the second day, a
briefing on potential modifications to the EHF waveform standards will
be presented. This will be a summary of the work of the government
Waveform Analysis Group results to date and primarily addresses
extensions and modifications to the MDR waveform. A document will be
available to industry which specifies the changes and additions.
Industry inputs will be solicited on the document and an invitation to
participate in the continuing definition of these changes will be
extended. The government emphasis is on information which is based on
in-depth development experience and expertise with the Milstar EHF
waveforms. This work will be ongoing within the government over the
next two years. The briefing and conference will be held on 17-18Dec96
at The Aerospace Corporation, 200 North Aviation Blvd., El Segundo CA,
Building A-1, starting at 8:30 AM. The scope of the first day will be
UNCLASSIFIED government presentations and open discussions. Proprietary
sessions with the government may be requested. The second day will
include CLASSIFIED discussions and requires a SECRET clearance.
