Grantee invites submission of qualifications and proposal data
(collectively referred to as the ''Proposal'') from interested U.S.
firm which are qualified on the basis of experience and capability to
analyze spectrum needs, quantify the spectrum market and develop a
tender for the Hashemite Kingdom of Jordan. The Jordanian
Telecommunications Regulatory Commission requires technical support to
analyze existing methodologies and procedures for spectrum Monitoring
and Management, and to assess the current market for radio licenses.
The Ministry additionally requires support to professionally prepare a
tender for analyzing, managing, monitoring and evaluating advanced
radio spectrum management systems. The Terms of Reference include but
is not limited to the following eleven tasks: 1. Reviewing existing
legal/regulatory statutes; 2. Review existing methodology and
procedures; 3. Assess market requirements; 4. Develop database
requirements; 5. Develop analysis requirements; 6. Describe the general
computer requirements and database management system; 7. Determine
hardware and software required to accomplish spectrum management
objectives; 8. Review existing TRC frequency monitoring capabilities
and determine the requirements for an efficient nationwide monitoring
system; 9. Develop Implementation Plan; 10. Prepare Tender Documents;
11. Prepare a Final Project Report. The U.S. firm selected will be paid
in U.S. dollars from a $250,000 grant to the Grantee from the U.S.
Trade and Development Agency (TDA). A detailed Request for Proposals
(RFP), which includes requirements for the Proposal, the Terms of
Reference and a background desk study report are available from TDA at
Room 309, SA-16, Washington, D.C. 20523-1621. Requests for the RFP
should be faxed to the IRC, TDA at 703-875-4009. In the fax, please
include your firm's name, contact person, address and telephone number.
Some firms have found that RFP materials sent by U.S. mail do not reach
them in time for preparation of an adequate response. Firms that want
TDA to use an overnight delivery service should include the name of the
delivery service and your firm's account number in the request for the
RFP. Firms that want to send a courier to TDA to retrieve the RFP
should allow one hour after faxing the request to TDA before scheduling
a pick-up. Please note that no telephone requests for the RFP will be
honored. Please check your internal fax verification receipt. Because
of the large number of RFP requests, TDA cannot respond to requests for
fax verification. Requests for RFPs received before 4:00 pm will be
mailed the same day. Requests received after 4:00 pm will be mailed the
following day. Please check with your courier and/or mail room before
calling TDA. Only U.S. firms and individuals may bid on this TDA
financed activity. Interested firms, their subcontractors and employees
of all participants must qualify under TDA's nationality requirements
as of the due date for submission of qualifications and proposals and,
if selected to carry out the TDA-financed activity, must continue to
meet such requirements throughout the duration of the TDA-financed
activity. All goods and services to be provided by the selected firm
shall have their nationality, source and origin in the U.S. or host
country . The U.S. firm may use subcontractors from the host country
for up to 20 percent of the TDA grant amount. Details of TDA's
nationality requirements and mandatory contract clauses are also
included in the RFP. Interested U.S. firms should submit four (4)
copies and one original proposal, in English to the Jordanian
Telecommunication Regulatory Commission for performing the work and
services described in this solicitation, by January 6, 1997. Proposals
will be competitively evaluated and scored as follows: Hands-on
experience assessing international and domestic telecommunications
spectrum infrastructures (legal/technical), assessing and quantifying
spectrum market requirements, developing database, software and
hardware product, service and management requirements, reviewing
existing frequency monitoring capabilities and determining nationwide
monitoring systems, and developing an implementation plan (up to 50%);
Hands-on experience drafting international spectrum monitoring and
management tender documents (up to 25%); Experience working
internationally (preferably in the Middle East), with at least one team
member showing expertise and/or experience working with regional
telecommunications policy and commercial issues (up to 15%); Experience
preparing project reports and interfacing with multi-disciplinary
telecommunications managers and offices (up to 10%); The criteria have
been tailored to the requirements of this particular solicitation.
Offerors should note that these criteria (a) serve as the standard
against which all technical proposals will be evaluated (b) serve to
identify the significant matters which offerors should address in their
technical proposals, and will constitute 100% of the total technical
evaluation criteria. The Jordanian evaluation committee reserves the
right to reject any and/or all proposals. The Jordanian government
additionally reserves the right to contract with the selected firm for
subsequent work related to the project. The Jordanian government is
not bound to pay for any costs associated with the preparation and
submission of proposals. Offerors should be aware that the firm
contracted to conduct this Project may not pursue any follow-on
activities directly related to this Project. The Jordanian government
intends to issue a fixed-price contract. Firms agree by their response
to this announcement to abide by the procedures established for this
