C -- ARCHITECT-ENGINEER SERVICES FOR PROJECT ENTITLED CONSTRUCTION SURVEILLANCE AND INSPECTION SERVICES AT MSFC AL, IDENTIFICATION NO: AE-3(96) SOL AE-3(96) POC Contact Sandra Johnson, GP56-K, 205-544-6698/Contract Specialist, or Harry B. Craig, GP56/Contracting Officer The Architect-Engineering services to be provided under this procurement consists of the following: Provide construction surveillance and inspection services pertaining to Facilities construction projects at MSFC, Huntsville, Alabama -- These projects include advanced propulsion and payload test facilities, critical data processing and communication facilities, and highly specialized laboratories -- Services shall include construction project surveillance, inspections, test monitoring, schedule coordination, utility outage coordination, report/status preparation, and the maintenance of all construction documentation -- The selected firm will also be responsible for review and evaluation of work completed, progress schedules (CPM), all contractor submittals, requests for information, and plans/reports submitted by construction contractors -- Construction surveillance and inspection services for approximately three major projects (greater than $5M), fifteen to twenty minor projects (less than $1M), and approximately three hundred small construction projects (less than $200K) are anticipated annually, under a variety of conditions, constraints, and contract types -- The selected firm will represent the Government to insure construction is of highest quality in accordance with contract documentation and applicable codes and standards -- The Contractor's construction inspection staff shall consist of only highly experienced construction inspectors -- Adequate office and field space will be provided by the Government to the selected firm -- The Government anticipates a fixed price contract with a one-year base period of performance with an estimated start date of March 1, 1997, and two one-year options not to exceed three years -- A single Architect-Engineering firm will be selected for all the above work --.Architect-Engineer firms which meet requirements described in this announcement AE-3(96) are invited to submit a completed Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, and appropriate data as described in Numbered Note 24 to the address shown above no later than 30 days from the date of this publication -- Evaluation criteria and all other provisions of Numbered Note 24 shall apply to this notice except that in the second paragraph of the note (a) the ''National Aeronautics and Space Administration'' is substituted for the ''Department of Defense'' wherever the reference appears, and (b) the fourth additional consideration listed is changed to read ''(4) past experience, if any, of the firm with respect to performance on contracts with NASA, other Government agencies, and private industry'' -- This notice is intended to provide sufficient information for preparation of a Standard Form 255 -- All firms that respond must submit their Standard Form 255 based on information contained in this notice and should not contact MSFC officials by letter or telephone to request additional information -- Additional information will not be furnished at this time -- Firms responding to this synopsis should include appropriate information regarding any consultants or associates to be used and should include the Identification Number AE-3(96) in their submitted Standard Form 255 and accompanying letter of transmittal -- The mailing address for all overnight packages is: NASA, Marshall Space Flight Center, Attn: GP56-K/Sandra Johnson, Building 4250, Room 36, Marshall Space Flight Center, AL 35812 (located near Huntsville, AL) -- THIS IS NOT A REQUEST FOR PROPOSAL -- An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition -- The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them -- When requested, the ombudsman will maintain strict confidentiality as the source of the concern -- The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes -- Interested parties are invited to call the installation ombudsman, Susan M.
