473-5207. Architect-Engineer Analysis/Design Services required for
Addition to and Alter Avionics Shop, P/N PJVY959677, for the 167th
Airlift Wing, WV Air National Guard Base, Eastern WV Regional
Airport-Shepherd Field, Martinsburg, WV 25401-7704. This project is for
investigation and design for alterations to the existing facility,
603.87 square meters (6500 SF), and 232.258 square meters (2500 SF) for
an Electronic Counter Measures addition. Work includes design of all
utility, water, sanitary sewer, electrical and storm sewer as required
for construction, to include underground primary power and soil
borings. Work includes complete preparation of specifications, plans,
drawings and cost estimates for construction. The contract will be for
Type ``A'' Investigative Services with options for Type ``B'' Design
Services and Type ``C'' Construction Inspection Services. The A-E
selection criteria, listed in order of importance, are: (1)
Professional qualifications necessary for satisfactory performance of
required services; (2) Specialized experience and technical competence
in the type of work required; (3) Capacity to accomplish the work in
the required time; (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) Location in the
general geographical area of the project and knowledge of the locality
of the project; provided, that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project; and (6) Demonstrated success in prescribing the use of
recovered materials and achieving waste reduction and energy efficiency
in facility design. Firms responding must be multi-disciplined and/or
clearly indicate their consultants. Joint ventures are encouraged;
desired disciplines include: Architect, Civil Engineer, Electrical
Engineer, Mechanical Engineer, and Structural Engineer. The Estimated
construction cost is between $500,000 and $1,000,000. This acquisition
is a 100% Small Business Set-Aside. The SIC is 8712. Architectural
Services. The small business size standard is $2.5 million dollars. The
``Short Selection'' process in accordance with FAR 36.602-5 will be
used to review and evaluate firms. When the board reviews and evaluates
firms under the Short Selection Process, their selection report shall
serve as the final selection list and be provided directly to the
Contracting Officer; therefore, all firms must tailor their SF 254s and
SF255s to this specific project to include all pertinent data for
review and evaluation purposes. Once the Short Selection Process is
completed and the most preferred firm is selected, the Contracting
Officer will request a proposal from that firm. This is not a Request
for Proposal. All firms responding must submit both SF 254 and SF 255
to the Contracting Officer, OUSPFO for West Virginia, Attn: MSG Rowan,
50 Armory Road, Buckhannon, WV 26201-2396. Responses will be received
in the Contracting Office until COB, 45 days from the date of
publication of this advertisement. All responsible sources may submit
SF 254s and SF 255s which will be considered. Interested firms will be
