acquire Optical Transient Detector (OTD) science data services on a
sole-source basis from Orbital Imaging Corporation, Fairfax, Virgina.
This will be a follow on, to NASA/MSFC Contract No. NAS8-39221, firm-
fixed price award, with a Period of Performance of one year, with two
one years options. This effort will provide for Orbital Imaging
Corporation to continue to deliver lightning data and related
telemetry, from the MicroLab-1 spacecraft. The OTD instrument was
integrated with MicroLab-1 and launched into space on Orbital Imaging
Corporation's Pegasus Air Launch Vehicle in April 1995. Orbital Imaging
Corporation operates the Satellite Operations Center and Remote
Tracking Station which provide the capability of retrieving the OTD
lightning data and related telemetry from MicroLab-1. This procurement
is being conducted under the NASA/MSFC MidRange Pilot Test Program
approved by the Office of Federal Procurement Policy on April 16, 1993
-- Note: This sole- source procurement, described is based on
predominant experience. Interested firms have 15 days to submit their
qualifications/capabilities in the critical areas mentioned above,
along with a request for a copy of the solicitation. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered -- A determination by the Government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government -- Oral communications are not acceptable in response to

interested parties must submit their request in writing within fifteen
