The Government intends to issue a 5 year Indefinite Quantity Contract, with a minimum quantity of 550 each and a maximum quantity of 820 each. Delivery will be FOB Destination for the first ordering period and FOB Origin for the subsequent order periods. Required delivery when First Article Test is applicable is 50 each, 468 days after contract award and 50 each per month thereafter and production delivery without First Article is 50 each, 300 days after contract award and 50 per month thereafter. Approved sources are Fenn Manufacturing Company, 300 Fenn Road, Newington, CT 06111-2244. This procurement requires prequalification. All responsible sources may submit a proposal which shall be considered by the agency. Justification for other than full and open competition is FAR 6.302-1, Only One Source or Only a Limited Number of Responsible Sources. This proposed contract action is for supplies for which the Government does not have specifications and drawings to permit full and open competition. The time required for approval of new supplies is such that award delivery cannot be delayed pending approval of a new source. Firms are encouraged to seek source approval in order to compete for future solicitations IAW the instructions contained in Section L of the solicitation.
