Contracting Officer, (619) 939-3382. Naval Air Warfare Center Weapons
Division (NAWCWPNS), China Lake, CA intends to conduct negotiations on
an other-than-competitive basis with Texas Instruments Defense Systems
& Electronics Group (DSEG) to modify contract N68936-95-C-0027 for
development and support of Advance ARM Guidance Demonstration (AAGD)
project. The contract currently consists of two phases. Phase I covers
the development, test and delivery of an Imaging Infrared Terminal
Sensor and the necessary hardware and software. Phase I includes
necessary engineering effort for integration and flight testing of the
system. Phase II, which is scheduled to start only upon successful
completion of Phase I, requires the development, testing and delivery
of real-time, embedded Automatic Target Recognition (ATR) algorithms
along with the necessary processor hardware. Both Phases I and II are
scheduled for completion in Jul 1999. The hardware and software
delivered under Phases I and II are to be integrated with other
hardware being developed at NAWCWPNS for full system captive flight
testing. NAWCWPNS intends to modify the contract by incorporating a
Phase IA requiring the contractor to conduct flight tests, utilizing
the terminal sensor developed during Phase I in order to collect flight
test data of ground targets of interest. The flight data will then be
used, post flight, to evaluate and modify existing ATR algorithms. Upon
successful completion of Phase IA, with Government approval, the
Contractor shall proceed with Phase II as it currently defined in the
contract. The estimated duration of Phase IA is 12 months. Negotiations
will be on an other-than-competitive basis since this effort is meant
to be a bridge between current Phases I and II and not intended to be
a stand-alone effort. Contract type is cost reimbursement/cost sharing.
