Approximately 24,000 potential labor hours will be added to the contract. The contract is for litigation support services and was awarded with limited competition under authority of FAR 6.302-2. This unique-source increase and extension is justified because the support effort underway is continous and builds upon previous work in such a way that it is not possible to bring on a new contractor without incurring prohibitive cost duplication and time delays. This not a request for proposal. As this contract action will result in a contract modification, no solicitation will be issued. SEE Note 22.
