Naval Sea Systems Command (NAVSEA) anticipates awarding up to o three
contracts in early FY98 for the manufacture, testing, and delivery of
Large Pulpers (LPs), Small Pulpers (SPs), and Metal/Glass Shredders
(MGS). The current requirements are divided into three separate lots:
Lot A consisting of the MGS, Lot B composed of 100% of the LP and SP
requirements, and Lot C consisting of 50% of the LP and SP
requirements. The Government may award any combination of one to three
contracts for these requirements. The MGS requirement will be
classified as a total small business set-aside and the LP and SP
requirements will be classified as a partial small business set-aside
(50%) in accordance with FAR 19.502-2 and FAR 19.502-3, respectively.
Award(s) will be based on a greatest value to the Government
determination, price and other factors considered. Other factors to be
considered in the evaluation of offers include past performance,
equipment/tooling/facilities, management approach, human resources and
program execution. The MGS requirement (Lot A) has a quantity range of
56 -- 130, plus associated spares and technical data in FY98 and an
option quantity range of 28 -- 87 in FY99. The entire LP and SP
requirement (Lot B) has a quantity range of 57 -- 116 LPs, associated
spares and technical data, and 10 -24 SPs, associated spares and
technical data in FY98, with option quantity ranges of approximately 21
-- 65 LPs and 9 -- 23 SPs in FY99. The remaining 50% LP and SP
requirement (Lot C) has a quantity range of 28 -- 58 LPs, associated
spares and technical data, and 5 -- 12 SPs, associated spares and
technical data in FY98, with option quantities of 13 -- 32 LPs and 4 --
11 SPs in FY99. Required production rates for MGS are expected to
average 10 per month commencing 7 MAC. Production rates for 100% of the
LP and SP are expected to average 10 per month for LPs and 4 per month
for SPs commencing 7 MAC. Production rates for 50% of the LP and SP
are expected to average 5 per month for LPs and 2 per month for SPs
also commencing 7 MAC. The closing date for receipt of proposals is
anticipated to be 60 days after release of the RFP. NAVSEA plans to
procure the MGS and the pulpers, which are all part of the Navy's
Shipboard Solid Waste Management Program, utilizing production drawing
packages. This is the first production buy for the pulpers. The MGS is
substantially identical to the shredder which is part of the Plastics
Waste Processor system currently in production. Prospective offerors
are required to purchase the MGS drawing package at a cost of $250.00,
and the SP/LP drawing package for $400.00, which will be refunded if
an offer is submitted. Checks are to be made payable to the U.S.
Treasury. No personal checks will be accepted. Prospective offerors
which have already purchased either drawing package need not purchase
another one. Any revisions to the drawing packages will be furnished
without additional charge. The RFP and drawing packages, available in
