commercial items prepared in accordance with the format in FAR subpart
12.6 as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
Invitation for Bid number for the purchase is DTCG80-97-B-3FA750. The
US Coast Guard seeks to purchase one (1) new or reconditioned fully
warranted Sperry MK29 Mod 1 gyrocompass. Delivery of the gyrocompass is
due not later than (NLT) thirty (30) calendar days from the date of
contract award. Offeror is to include the terms and conditions of the
available warranty as a part of the offer. This procurement is being
issued with Standard Industrial Code 3499 with a Small Business Size
Standard of 500 employees. This procurement is open to both large and
small businesses. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-42. The gyrocompass is to be shipped F.O.B. destination to US Coast
Guard, NESU Portsmouth (LST), 4000 Coast Guard Blvd., Portsmouth, VA
23703-2199. The following provisions apply to this solicitation for
bids: FAR 52.212-1 Instructions to Offerors -- Commercial; FAR 52.212-2
Evaluation -- Commercial Items paragraph a) past performance -- offeror
to provide two (2) references within the last two (2) years for the
same or similar items which demonstrate that the gyrocompass was fully
operational, without defect and the company met delivery schedule and

Commercial Items; FAR 52.212-4 Contract Terms and Conditions --
Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required

Implementation Act-Balance of Payments Program. In accordance with CGAP
1212.203-91, it is the policy of the Coast Guard to issue solicitations
and make contract awards in a fair and timely manner. To further this
policy, the Commandant has created the position of Solicitation
Ombudsman who is empowered to investigate issues raised by prospective
offerors and resolve them, where possible, without expensive and
time-consuming litigation. Potential offerors who believe that a Coast
Guard solicitation is unfair or otherwise defective should first
direct their concerns to the cognizant contracting officer. If the
contracting officer is unable to satisfy the concerns, the offeror
should then contact the Coast Guard Solicitation Ombudsman at the

Potential offerors should provide the following information to the
Ombudsman in order to ensure a timely response: solicitation number,
contracting office, contracting officer, and solicitation closing date.
This acquisition is assigned the Defense Priorities and Allocation
System (DPAS) number DO, A-3. Bids are due by 2:00 pm local time on 17
January 1997. All responsible sources may submit a bid which shall be
