(202) 433-5389 This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6,
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. II. This
solicitation number N00600-97-R-0647 is issued as a request for
proposal (RFP). III. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 37. IV. Contract line item number(s), quantities and items
are: CLIN 0001 delivery and installation of one 3.7 meter dual axis
tracking, X-band transmit/receive DSCS certified terminal for the
Alternate Master Clock site at Falcon AFB, CO. Installation is within
120 days of award date. V. The United States Naval Observatory (USNO)
has a requirement for a 3.7 meter dual axis tracking, X-band
transmit/receive DSCS certified terminal. This terminal is to be
installed at the Alternate Master Clock (AMC) site located at Falcon
Air Force Base in Colorado Springs, CO. Requirements and specifications
follow. (A) Antenna: A 3.7 meter transmit and receive antenna for
X-band transmit frequencies of 7.9 to 8.4 GHz and receive frequencies
of 7.25 GHz and 7.75 GHz is required. Antenna shall monitor
geo-stationary orbit satellites and track satellites in inclined
orbits. System shall track inclined orbit satellites up to 15 degrees
and maintain a pointing accuracy of not less than 0.1 degrees. Antenna
system shall include monitor ports to monitor transmit RF, receive RF,
transmit IF, receive IF, and satellite beacon. Antenna shall have
horizon-to-horizon DSCS satellite coverage and have the ability to
withstand sustained winds of 100 mph without damage. Antenna shall have
full lightning protection. The antenna shall be installed at Falcon AFB
in Colorado Springs, CO. The antenna shall be installed on the existing
concrete pad and located less than 70 feet from existing shelter. (B)
Electronics: the electronics for this system shall include the
following: three upconverters, three downconverters, two high power
amplifiers (HPA), two low noise amplifiers (LNA), fiber optic
interfaces (four transmitters, four receivers, and two chassis), three
satellite two-way time transfer modems, and satellite beacon tracking
receiver. System design shall be "single thread." Individual
electronics components specifications are as follows.(i) Upconverter:
the upconverters shall be Miteq brand so as to be compatible with
existing remote control software and existing cable layout design used
at the USNO. The upconverters shall convert an IF of 70 MHz +/- 20 MHz
to output X-band frequencies of 7.9 to 8.4 GHz. The upconverters shall
accept a minimum input IF level of -40 dBm. The output power shall be
+10dBm minimum at 1dB compression. The upconverter shall have a
minimum gain of 11 dB with a maximum gain flatness of +/- 0.25dB across
40 MHz and +/- 1.5 dB across 500 MHz. The upconverter maximum noise
figure shall not exceed 25dB. The input IF shall be BNC female into 50
ohms impedance. The RF output shall be SMA female into 50 ohms
impedance. The frequency selection shall be synthesizer tuned with 1KHz
steps. The upconverter shall have an internal frequency reference with
stability of not less than +/- 2x10-9. The upconverter shall also
accept an external frequency reference. Unit shall be remote
controllable via RS485 interface. The unit shall be 1.75 inches (1 RU)
in height. (ii) Downconverter: the downconverter shall be Miteq brand
so as to be compatible with existing remote control software and
existing cable layout design used at the USNO. The downcoverters shall
convert input X-band frequencies of 7.25 to 7.75 GHz to an IF of 70
MHz +/- 20 MHz. The downconverter output power shall have a minimum
output power of +10dB (at 1 dB compression). The downconverter shall
have a minimum gain of 45 dB and maximum gain flatness of +/- 0.25 dB
over 40 MHz band and a maximum of +/- 1.5 dB over 500 MHz. The
downconverter noise figure shall be less than 15 dB. The input RF shall
be SMA female into 50 ohms. The output IF shall be BNC female into 50
ohms. The frequency selection shall be synthesizer tuned with 1 KHz
steps. The downconverter shall have internal frequency reference with
stability of not less than +/- 2x10-9. The downconverter shall also
accept an external frequency reference. Unit shall be remote
controllable via RS485 interface. The unit shall be 1.75 inches (1 RU)
in height. (iii) High Power Amplifiers (HPA): the HPA shall operate in
C-band (5.9 to 6.4 GHz), X-band (7.9 to 8.4 GHz), and Ku-band (14.0 to
14.5 GHz). The output power shall be 50 watts minimum. The minimum
gain of the HPA shall be 49 dB with a gain flatness of 3 dB maximum
across a 500 MHz band. The maximum noise figure shall not exceed 50 dB.
The HPA shall be weatherproof for outdoor use and remote controllable.
The HPA shall be self-contained with power supply. (iv) Low Noise
Amplifiers (LNA): the LNA shall be for X-band receive frequencies of
7.25 to 7.75 GHz. The minimum gain of the LNA shall be 65 dB and a
noise temperature of 60 degrees or less. The gain of the LNA shall be
+18dBm or more at 1 dB compression. The LNA RF input connector shall be
waveguide and the RF output connector shall be type N female. The LNA
shall be weatherproof for outdoor operation. Power supply for the LNA
shall be weatherproof for outside operation or rack mount type with a
maximum rack height of 1.75 inches (1 RU). (v) Fiber Optic Interface:
the Fiber Optic Interface shall be compatible with existing high
performance fiber optic link or equivalent, consisting of the following
components: four Ortel Corporation model 8603A fiber optic transmitter
units with option 050; four Ortel model 8604A receiver units with
option 050; two Ortel model 8000A mainframe with model 8001A 19"
chassis, model 8009A main power supply plug-in, model 8009B standby
power supply plug in, model 8010B status and control plug in, and model
8070A operations manuals; two Ortel model 8501A RS232 data link modules
with option 001. The USNO will provide all necessary fiber optic
cables. (vi) Modems: the modems shall be two-way satellite time
transfer modems compatible with the Allen Osborne Associates model
TWT-100 "Atlantis" modem. The specifications are as follows: (a) 70 MHz
Receive (-30 DbM +/- 4dB, 75 Ohm BNC; (b) IPPS IN; (c) 5 MHz (1 V
Minimum, BNC); (d) 70 MHz Transmit (+5 to -40 dBM, 75 Ohm BNC); (e) 1
PPS OUT (TTL, BNC); (f) Asynchronous 500 b/s data output with ASCII 7
Bit (9 w/Start & Stop) and 50 char./Sec. Remaining Time at Mark where
First Start Bit Denotes Beginning of Second; (g) 90-265 VAC 50/60 Hz
primary power; (h) RS-232C 300-19, 200 Baud PC Interface; (i) Operating
Temperature 10C to 50C -- Non-Operating Temperature -40C to 65C. C.
Labor: the Contractor shall provide all material, equipment and labor
for full DSCS terminal installation and integration. Power hook for
antenna and rack shall be performed by contractor to existing circuit
breaker panel located in shelter adjacent to existing concrete pad.
Contractor shall provide all manuals for the terminal system.
Installation shall comply with Falcon AFB regulations. VI. Delivery is
to be made FOB Destination to: Alternate Master Clock Site at Falcon
AFB in Colorado Springs 120 days after date of award. Acceptance shall
be made at destination. VII. FAR 52.212-1, Instructions to
Offers-Commercial Items is incorporated by reference and applies to
this acquisition. VIII. FAR 52-212-2, Evaluation -- Commercial Items,
is incorporated by reference and applies to this acquisition. Paragraph
(a) of FAR 52-212-2 carries the following addendum: ADDENDUM. 52.212-2,
Para. (a) The following factors shall be used to evaluate offers:
technical and price whereby technical capability is approximately equal
to price. IX. Offerors shall include a completed copy of the provision
at DFAR 252.212-7000, Offeror Representations and
Certifications-Commercial Items, AND FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its written
proposal. X. FAR 52.212-4, "Contract Terms and Conditions-Commercial
Item" is incorporated by reference and applies to this acquisition and
resulting contract. The following terms and conditions are added as an
addendum to this clause: Type of Contract: the resulting contract will
