This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued unless requested. (see notes below) 2. SP0600-96-R-0083-0005 is issued as a request for proposal (RFP). 3. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-39. Into-Plane delivery of aviation fuels for overseas locations include the following line items: FOOL BV (JP8), 225,000 gallons into-plane at Leon M'Ba IAP, Libreville, Gabon. Alternate products; FOOL, BU (Jet A-1 w/ FSII) and FOOL AU (Jet A-1 w/o FSII). FOOL B4 (JP8), 25,000 gallons into-truck; Alternate products; FOOL, B2 (Jet A-1 w/ FSII), and FOOL A2 (Jet A-1 w/o FSII). FCBB BV, (JP8), 225,000 gallons into-plane at Maya Maya IAP, Brazzaville, Congo. Alternate products; FCBB BU (Jet A-1 w/ FSII) and FCBB AU (Jet A-1 w/o FSII). FCBB B4 (JP8), 25,000 gallons into-truck. Alternate products; FCBB B2 (Jet A-1 W/ FSII) and FCBB A2 (Jet A-1 w/o FSII). 6. Lifts may exceed 45,000 gallons a day. Request fuel be additized with Static Dissipator Additive (SDA). Airframes to be supported include helicopters, lift category 100-200 gallons, and C-130s, lift category 600+ gallons. 24 hours a dayservice is requested. 7. Dates and place of delivery are as follows; Date of Award through September 30, 1999. Leon M'Ba IAP, Libreville, Gabon and Maya Maya IAP, Brazzaville, Congo. 8. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and addenda as under RFPSP0600-96-R-0083 is incorporated with the exception of Clause B15.02, Supplies and Estimated Quantities to be Furnished and B19.38, Economic Price Adjustment. B15.02 modified information is as under number 5 above. See point of contact under number 17 below for modified B19.38 information. 9. The provision at 52.212-2, Evaluation -- Commercial Items is applicable. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicition will be most advantagious to the Government, price and other factors considered. 10. You are requested to include with your offer the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and addenda as under the solicitation RFPSP0600-96-R-0083 applies including Military specification for fuel, MILSTD1548C. 12. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and additional FAR clauses 252.219-7003, 252.219-7006, 252.225-7007, 252.225-7036, 252.233-7000, and 252.249-7001 cited in the clause are applicable. 13. No additional requirements or terms and conditions such as contract financing arrangements, warranty requirements or GSA Delegation of Procurement Authority (DPA). 14.
