(703) 875-4009 The United States Trade and Development Agency (TDA) is
seeking expressions of interest from U.S. management consultants, or
consulting engineering companies to help TDA evaluate a request to
place a technology/trade advisor overseas. TDA plans to seek detailed
proposals from those companies that have responded to this RFI.
Companies should detail their interest in performing this assignment,
availability and give a general price range to perform such an
assignment. Scope of Work suggestions are also welcomed. Expressions of
Interest are due January 16, 1997. This contractor will help TDA
evaluate the merits of placing advisors in strategic positions overseas
in foreign government ministries or agencies responsible for major
procurement opportunities. The purpose of such assistance is to help
U.S. industry compete for major project opportunities and to provide
the foreign entity with expert engineering, technical and trade advice
for project planning purposes. This consultancy assignment will
involve research on budgets for the placement of long-term (one or two
year assignments) technical/ and business development advisors. TDA
will competitively select a contractor to evaluate a current request
for TDA funding of an advisor in Indonesia, and to prepare a staff
guidance manual on budgeting and evaluating requests for advisors. A
general scope of services for this contract follows: Prepare minimum
contractor qualifications which should be included in any TDA advisory
scope of work to ensure we maximize our trade justification. This
section will also include guidelines (preparation of model CBD
announcement and weighted selection criteria) on how to identify
qualified contractors. Prepare budget and salary guidelines for review
by TDA staff. Prepare a minimum level of scope of services for an
advisor, including reporting requirements of trade/major project
opportunities. Assess the funding of industry advisors as an
appropriate tool for advancing TDA's program mandate. To accomplish
this task, the consultant will be required to consult with several U.S.
companies that have offices overseas. Expressions of interest should be
faxed to TDA at (703) 875-4009 by January 16, 1997 with a hard copy
following. In performing this assignment, the contractor also will have
to consult with such organizations as Commerce (FCS), State, AID and
World Bank and provide a pertinent summary description of their
policies on the placement of contractors overseas. The deliverable for
this assignment will be a recommendation on whether or not TDA should
fund an advisory position in the Ministry for the Assessment of
Science and Technology (BPPT) and a TDA handbook covering all aspects
