The proposed contract action is for services for which the Government intends to solicit and negotiate for the services of a ten-year post impoundment study. Delivery will be on or about 30 September 1999, to U.S. Army Engineer District, Fort Worth, Environmental Resources Branch, P.O. Box 17300, Fort Worth, TX 76102-0300. This proposed 10-year Post-Impoundment study will document and compare project effects on land use, water, vegetation, fish and wildlife resources, socioeconomics and other environmental parameters during the first 10 years after impoundment. Offeror will furnish technical supervisory, and administrative personnel in addition to all sampling gear, lab materials, transportation and expendable items for the project. The offeror will provide documentation and comparison to conditions described in the pre-impoundment and 2-year and 5-year post-impoundment reports and in the Environmental Impact Statement for the project. The 10-year post-impoundment study will include: land use identification and mapping of the broad study area with quantitative habitat typing and analyses of change, utilizing methods compatible to those used in the previous studies: characterization of water quality relative to temperature, pH, dissolved oxygen, fecal coliforms, nutrients, and other parameters measured during the initial study and any additional parameters which are determined by characterization of the new lentic situation. Water quality determinations will be preformed at riverine stations used on the previous pre and post-impoundment studies and data will be compared and contrasted to data from other lakes not impounded by the reservoir which have been previously used for comparison in the 2-year and 5-year post-impoundment studies. Fisheries sampling will be conducted to determine species present, diversity, and relative abundance at different locations within the lake to show representation of the various habitats and fish species occupying them. Sampling will be conducted at the riverine stations usedin pre and post impoundment studies. Coordination with Texas Parks and Wildlife Department will be integral to the fisheries evaluations in terms of information concerning stocking, introductions, and standing crop or biomass estimates and creel surveys. Portions of the permanent terrestrial transects and sample plots not inundated by the reservoir will be sampled for density and dominance of vegetation and compared to the previous studies. Monitoring, timing frequency, and duration of sampling will be the same as for the previous studies. Wildlife species composition by habitat type by season will be compared and contrasted to vegetative densities and dominance for this study as well as to previous studies. Recreation activity and secondary socioeconomic impacts of the project on the broad study area will be monitored during the 10-year post-impoundment evaluation. Coordination will be maintained by the contractor with the Texas Parks and Wildlife Department on recreation use including fishing and hunting on project lands. Socioeconomic conditions within the broad study will be documented. These conditions will be compared and contrasted to pre-impoundment, 2-year and 5-year post-impoundment conditions where the literature permits, otherwise the baseline will be established for comparison with those conditions during this 10-year post-impoundment interval.
