C -- CONSTRUCTION QUALITY MANAGEMENT SERVICES FOR FDA'S ARKANSAS REGIONAL LABORATORY, JEFFERSON, AR SOL 223-97-9722 DUE 030497 POC Patricia G. Hawley, Contracting Officer, 301-443-4460 Work includes construction quality management (CQM) services for the construction of a project that includes approximately 178,500 gross square feet of space in new and renovated facilities. The project is comprised of demolition of existing structures, site utilities, construction of a new biomedical research and regulatory laboratory facility, renovations of existing space and construction of a mall area. CQM services include but are not limited to project management, cost estimating and/or analysis, schedule development and/or analysis, construction evaluation and assessment of quality of work, coordination of shop drawing and submittal reviews, evaluation of change orders and proposals, development of change order documents, claim reviews, factory witness testing and evaluation of compliance with relevant environmental codes and regulations. The period of performance for construction is 913 calendar days (including all option periods) and the estimated cost of construction is between $30 and $40 million for all option periods. The fixed price contract will include a base project with options in order to accommodate phased construction based on funding. The solicitation issue date is on or about January 29, 1997 with award planned for May, 1997. The major evaluation factors for this solicitation include technical, past performance and cost/price. Separate evaluations will be made for each of these factors. Technical evaluation criteria are summarized as follows, (in equal or descending order of importance): Corporate experience as a firm within the last five (5) years in providing CQM services for construction of major biomedical research and/or hospital/health care facilities; Proposed project management plan including project staffing, project timetable and management approach for the construction schedule; Experience in providing CQM services such as design review, submittal review, construction inspection and management of large complex long-term phased construction projects; Professional qualifications and experience of key personnel and; Technical qualifications of proposed consultants and/or subcontractors. Past performance will be evaluated on information obtained from references provided by the offeror as well as other relevant past performance information obtained from other sources known to the Government. A preproposal conference and site visit will be held at the National Center for Toxicological Research, Jefferson Ark., on or about February 19, 1997. The specific date, time, and location of the conference will be provided in the solicitation documents.
