Contracting Officer (202) 767-8099. The 11th CONS/LGCX intends to
procure, on a competitive basis, a Firm Fixed Price contract with a
one-year base period of performance plus 2 one-year options to provide
nonpersonal technical assistance services to qualified historically
black colleges and universities and minority institutions (HBCUs/MIs)
seeking to participate in/compete for Air Force contracts and grants.
Technical capabilities include experience with/knowledge of the
following: (1) Air Force Programs; (2) HBCUs/MIs; (3) Executive orders,
legislation and Federal regulations; (4) Contract/grant/proposal
preparation; (5) Federal market counseling and consulting; (6)
Statistical and trend analysis; (7) Program administration and
technical reporting; (8) PC and Macintosh applications. This
acquisition is classified by Standard Industrial Code 8742, Management
Consulting Services ($5.0M). The contractor shall furnish the
necessary personnel, materials, facilities and other items/services to
develop a technical assistance program that will: (1) identify
HBCUs/MIs that have sought to participate in Air Force programs but
were not successful; (2) assist HBCUs/MIs in their self-assessment of
capabilities to participate in Air Force programs; (3) conduct at least
two or more seminars and workshops per year that provide
performance-centered training; (4) provide hands-on training in
pre-contract/grant/proposal preparation; (5) provide an objective
evaluation of this assistance to ascertain factual results; (6) develop
a plan of action which will guide the requisite skill training of
institutional faculty and staff in managing and administering sponsored
programs; (7) develop a plan of action which will guide the development
of alliances between HBCUs/MIs, other institutions of higher education,
and small businesses; and (8) provide technical reporting which
presents the factual results of the technical assistance. The RFP is
expected to be available for release in mid/end January 1997. Firms
