The purpose of this review is to provide the USPS with an objective study to determine whether the USPS is executing its Diversity Program in the best way possible and truly supports diversity similar to the general population. The review shall include current contracting and subcontracting policies and practices at the national and local levels to determine how well they support diversity goals. The review shall also include minority personnel composition of the Diversity Development Program and determine if it is similar to the minority group composition of the Civilian Labor Force nationally and locally.
