anticipates a non-competitive extension of contract activities for a
period of eight (8) months with Mr. Pedro Lasa to provide ongoing
technical support to CABEI's Municipal Infrastructure Finance Program
under the USAID/G-CAP LOGROS Project. Mr. Lasa will be responsible for
providing the following tasks: 1. Advise CABEI on the establishment
and enforcement of eligibility criteria for infrastructure projects to
be financed by Intermediaries, including the basis for determining a
suitability formula for each type of infrastructure investment. 2.
Advise CABEI in the process of determination of charges, interest
rates, and terms for CABEI loans to Intermediaries and intermediaries'
loans to municipalities. 3. Review of Intermediaries' selection and
approval of the municipal infrastructure sub-projects. 4. Monitoring of
compliance with eligibility criteria and auditing financial and
management aspects of approved sub-projects, and procedures CABEI will
use to preserve itself and its agents (including for this purpose,
USAID) the right to monitor the end use of sub-loan proceeds. 5. A
Financial Plan showing estimated disbursements of CABEI funds for
eligible projects, expected cash flows under the program and estimates
as to amounts and timings of borrowings of the USAID Guaranteed Loan
funds. USAID/Washington has recently advised USAID/G-CAP that a
deadline of September 30, 1997 has been set for CABEI to borrow under
the LOGROS HG authority. This resolution considerably shortened the
original estimated completion date by one year. As a result, CABEI will
have to invest over $22.0 million in municipal infrastructure projects
during the next ten months. USAID/G-CAP has officially notified CABEI
about the deadline through PIL No. 7 (Implementation Agreement) dated
December 16, 1996. The purpose of this non-competitive extension is to
allow for continuation of the technical assistance which is considered
critical for CABEI to meet the aforementiond deadlines. Because of the
urgency of this procurement action, USAID/G-CAP is requesting all
