OF THE U.S. EMBASSY OFFICE BUILDING IN WARSAW, POLAND. The U.S.
Department of State, Office of Foreign Buildings Operations (FBO) is
seeking to pre-qualify offerors for renovation of the U.S. Embassy
office building in Warsaw. The renovation will include complete
replacement of the HVAC system, rehabilitation of the electrical system
to support the new HVAC system, replacement of all windows, cleaning
and rehabilitation of exterior facades, a new roof screen, renovation
of restrooms, replacement of lighting fixtures, construction of two new
fire stair towers, and security improvements, including installation of
window grilles, modification of the existing vehicular entry and sally
ports, and installation of new security doors. The facility will be
occupied and in full use during renovation, and consequently,
construction phasing is an important consideration under this project.
The estimated value of the construction services is between
$5,000,000.00 and $10,000,000.00. The solicitation is planned for
release in approximately February 1997. The performance period from
contract award to project completion is estimated at 16 months
beginning in October 1997. In order to be eligible to perform under
this contract, the successful offeror must possess or be able to obtain
a Department of Defense (DOD) Secret facility clearance (FCL), issued
in accordance with the National Industrial Security Program Operating
Manual (NISPOM), DOD 5220.22-M. Specifically designated personnel
assigned to this contract must also possess a Secret personnel security
clearance issued by the Defense Industrial Security Clearance Office
(DISCO). All offerors will be required to comply with security
requirements as detailed in the NISPOM. Offerors already possessing the
necessary FCL are requested to submit their appropriate CAGE Code
together with the required pre-qualification documentation. If the
selected offeror does not possess the necessary DOD FCL, it will be
sponsored by the Department of State. Sponsorship does not guarantee
that the firm will receive the clearance. A period of not more than 100
calendar days from selection of the final offeror will be allowed for
this offeror to obtain the necessary FCL and personnel security
clearances. After this period the Government will not be obligated to
delay contract award, pending the issuance of any necessary security
clearances. Firms which form joint ventures must also comply with the
above FCL and personnel security clearance requirements. In order to
