principal components of the work include the Contractor's performance
of the following: a. Install Southwestern Power Administration
(Southwestern)-furnished fiber optic ground shield wire (OPGW), b.
Install Southwestern-furnished OPGW transmission hardware, c. Install
Southwestern-furnished transmission line structure poles, cross-arms,
x-braces, knee braces, and vee braces, and d. Furnish and install
miscellaneous materials required for a complete installation. The work
shall be performed on Southwestern's 161-kV transmission line between
Jonesboro Substation, in Jonesboro, Arkansas and Water Valley
Substation, near Pocahontas, Arkansas. The estimated magnitude of this
proposed acquisition is between $500,000.00 and $1,000,000.00. The
performance completion date is September 30, 1997. A presolicitation
notice has been sent to all prospective contractors on Southwestern's
mailing list. The solicitation package will be issued without charge to
the following plan rooms: Arkansas Procurement Assistance Center (APAC)
Office in Malvern, Arkansas; Bid News, F.W. Dodge, and Southwest
Construction News Service in Tulsa, Oklahoma; Builders' Association of
Missouri in Springfield, Missouri; Builders' Association of Missouri
in Kansas City, Missouri; Construction Market Data in Mission, Kansas;
Southwest Construction News Service in Oklahoma City, Oklahoma; and
Tribal Government Institute in Norman, Oklahoma. The standard
classification code is 1623/WATER, SEWER, PIPE LINE, COMMUNICATION, AND
POWER LINE CONSTRUCTION under Major Group 16/HEAVY CONSTRUCTION OTHER
THAN BUILDING CONSTRUCTION -- CONTRACTORS. The size standard is $17.0
million. The solicitation, excluding drawings, will be issued on a
3-1/2 inch diskette in WordPerfect for Windows, version 6.0a format.
There is no charge for the diskette. A nonrefundable fee of $25 is
required for a hard copy of the solicitation. A fee of $50 is required
for half-size drawings, and a nonrefundable fee of $75 is required for
full-size drawings. A check, money order, or cashier's check must
accompany the request and payable to the U.S. Department of Energy. No
refund of the return of the solicitation package will be made except
if the solicitation is canceled. Copies will be furnished on a
first-come-first-service basis until the supply is exhausted. This
proposed acquisition is unrestricted and contains no set-aside
provisions. Telephone requests will not be accepted. The written
request must state the solicitation number, title of project, complete
company name, street address (not post office box), telephone number,
and facsimile number. There will be a prebid conference. The
