Screnci (508) 233-5483 (Site Code DAAK60) The U.S. Army Research,
Development and Engineering Center is conducting market research to
identify commercial sources for Knee and Elbow Pads (KEP). KEP will
consist of a pair each. There are no restrictions to the design or
component materials. Th pads are intended to provide soldiers
protection for the knees and elbows while engaged in soldier tasks that
subject these areas to discomfort caused by impacts or pressure in all
terrains/climates, low to medium intensity and technology conflicts.
The fllowing are requirements: 1) Provide protection to knees and
elbows from impact and pressure while employing rigorous individual
movement techniques (IMT). 2) Provide protection to knees and elbows
from protruding objects and debris, (e.g. rocks, gravel, glass, hard
shell design objective). 3) Be securely retained in place during
vigorous IMT in order to perform its stated function against
protruding/sharp objecs. 4) Not restrict range of motion or constrict
circulation while in place during IMT. 5) Be quickly and easily donned
and doffed over boots and uniforms. 6) Fit majority of soldiers (from
5 feet to 6 foot, 2 inches in height and 110 to 215 pounds in weigh).
7) Have a waterproof impact liner and other quick drying materials. 8)
Woodland camouflage desired, with subdued brown, green, or black colors
acceptable. IMPORTANT NOTES: 1) Samples of candidate items meeting
requirements will be considered at no cost or obligation to the
government, and reviewed with all submittal to this announcement along
with warranty information to include (but not limited to): standar
warranty period, extendibility of warranty, warrantee provision for
servicing/repairing items, conditions that void warranty. 2) Cost will
be a critical evaluation factor. Responses to this announcement shall
include a statement of intended use, estimatedproduction quantity unit
price, and the current/projected annual production (availability) of
the submitted items. Representative samples, information regarding past
sales to the U.S. Government, and information or studies on injury
reduction are desired. 3) This announcement is open to all potentially
valid submittals from interested contractors. The stated requirements
are for guidance, but not officialy established. This notice is for
market research only. There is not solicitation document available.
