Non-Developmental/Off-the-Shelf Compressors and State-of-the-Art
Compressors -- REQUEST FOR INFORMATION -- SSS PKR 97-001. Crew Systems
Directorate, Crew Technology Division, Brooks AFB, TX. The United
States Air Force is requesting information concerning
non-developmental/Off-The-Shelf (OTS) compressors and state-of-the-art
compressors. These systems have the potential of being used in
conjunction with self generating oxygen systems in flight on-board
aircraft (at altitudes of 10,000 ft) and at mobil ground locations.
This request is not limited to conventional displacement type
technologies currently in use. Specific interests include high flow
portable units capable of being integrated into a system. In general a
pressure rise of 2.5 or higher is desired with a mass flow of 3
lb/min. Also of interest are units capable of generating a pressure
rise of 2.5 or higher with a mass flow of up to 9 lb/min. The
information shall be submitted in one of two (2) categories, the first
is for existing systems and will be considered non-developmental. The
second shall be existing systems, however, cannot be considered OTS
without further development, technology demonstration, safety of flight
testing, etc. The following information must be submitted ; 1) Mass
flow rate; 2) Pressure ratio; 3) Power requirements; 4) Other
requirements and conditions; 5) System and sub systems size, and
weight; 6) System cost in lots of 10, 100, and 1000; 7) Support
hardware required and cost in lots of 10, 100, and 1000; 8) Number of
man hours required for system installation; 9) Complete set of output
performance plots and tables (output versus temperature, altitude,
flow, etc); 10) Required maintenance (periodic maintenance inspections,
depot, etc); 11) Mean Time Between Failure (MTBF) data and analysis for
the system, subsystem and component break down; 12) Standards the
system is capable of meeting (Federal Aviation Administration, Food and
Drug Administration, Military Specification, etc). Simply submitting a
sales brochure may not be considered acceptable for consideration
since they typically do not include the required information that would
allow an accurate evaluation. A complete system will vary depending on
application. Information on subsystems is welcome independent of the
overall system; however, sufficient information for an evaluation
against the OTS criteria must be submitted. Category I -- This category
(Cat I) is for existing compressors currently in use. To meet this
criteria the system must; 1) Be capable of going into production
without any non-recurring costs, except for installation and Technical
Order (TO) changes. 2) Have passed some standard listed in item 12.
Category II -- This category (Cat II) is for existing compressors
currently in use. To meet this criteria the system must meet Cat I
criteria except; 1) Capable of going into production with limited
non-recurring costs, i.e.aircraft installation and interface kit
design. 2) Capable of passing standard listed in item 12. Responses
must be received within 45 days after the publication of this request.
