of the Interior, Minerals Management Service, intends to competitively
award a contract to conduct a study of the economic and social effects
of diminishing oil and gas industry activity on Alaska communities.
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY
NOTICE THAT WILL BE ISSUED. Additional study details: The first purpose
of this study is to document the expansion, decline, and recovery of
the Alaska economy in the 1975 to 1995 period which was driven largely
by the oil sector of the economy. The second purpose is to, based on
analysis of the economic history, formulate options that MMS and
relevant public bodies could implement to mitigate the effects of
similar economic fluctuations. Component objectives of documenting the
fluctuations in the Alaska economy during the period 1975 to 1995 are
to: (1) describe the fluctuations in State oil revenues, (2) portray
how this has affected local governments and economies, (3) describe
fluctuations in oil company support of community institutions, (4)
portray how community institutions have been affected by fluctuations
in oil compnay support, (5) describe fluctuations in employment
associated with and not associated with fluctuations in the oil
industry, and (6) portray the effect on individuals and households of
fluctuations in the oil industry. In order to provide a quantitative
framework for the more qualitative Task 2 study, the contractor shall
describe projects funded by State oil revenues. The State, since the
late 1970s, has funded substantial projects, infrastructure, and
services at the local level with revenues derived from North Slope oil.
Relatively substantial funds were allocated by the State to local
governments in the 1980 to 1986 period, dropping to very low levels in
the 1987 to 1990 period and rising to relatively modest levels in the
1991 to 1995 period. The contractor shall provide a quantitative and
narrative description of these historical expenditures including:
dollars expended summarized by year;aggregations for each year by type
of project and services, such as sewer and water, recreational
facilities, roads, marine ports, schools, and so forth. The contractor
shall aggregate the information for the State as a whole, and for four
selected geographic areas: (1) Municipality of Anchorage, (2) Kenai
Peninsula Borough, (3) Northwest Arctic Borough (NAB), and (4) two
villages in the NAB, Kiana & Noorvik. Primary study products will
include monthly progress reports, and a series of draft and final
reports (for each task) in both paper and electronic formats. HOW TO
RESPOND: In order to compete for this contract, interested parties must
demonstrate that they are qualified to perform the work by providing
WITHIN 21 CALENDAR DAYS of publication of this notice, a Capabilities
Statement detailing: (1) your key personnel (those who would have
primary responsibility for performing and/or managing the study) with
their qualifications and specific experience; (2) your organization's
experience with this type of work and a description of your facilities;
and (3) specific references (including project identifier &
description, period of performance, dollar amount, client name &
telephone number) for previous work of this nature that your personnel
or organization is currently performing or has completed within the
last two years. (References will be checked.) Following review of all
capabilities statements submitted, those offerors judged most qualified
to successfully perform the study will be provided additional proposal
instructions. Proposal will essentially consist of an oral technical
presentation (to be made by video conference) and written cost and
business terms. Further details, including logistical considerations,
will be provided. Your Capabilities Statement will be evaluated based
on the skills, abilities and demonstrated experience of your proposed
key personnel; experience and past performance of your organization
(including number, size, complexity of similar projects, past
performance (adherence to schedules and budgets, effective program
management, cooperation shown when difficulties arise, and
