Specialist, Eileen R. Johnson, (504)862-1640 1. CONTRACT INFORMATION:
Professional Services (Architect/Engineer Contract) are required to
perform Construction Quality Assurance services on behalf of the Corps
of Engineers. This will be an Indefinite Quantity contract for a
period of one (1) year with two (2) options of one (1) year each and
will commence in or about the 2nd quarter of calendar year 1997. The
maximum ceiling of this proposed contract is $500,000 per year. 2.
PROJECT INFORMATION: Such services are to be accomplished through the
services of Quality Assurance Representatives on various types of
construction projects including, but not limited to buildings, locks,
dams, levees, revetments, jetties, and hydraulic and bucket dredging
and for the repair and/or maintenance of various structures. The
Construction Quality Assurance and related services shall consist of
performing quality assurance in accordance with plans developed by the
Government and Government policy and regulations. Experienced Quality
Assurance Representatives must demonstrate as a minimum the following
qualifications: independent record keeping and preparations of reports
for inspection and testing, interpretation of plans and specifications
and observation of construction activities to check adherence to
safety practices and requirements. Each inspector's resume' on the SF
255 must state the above mentioned qualifications individually. Quality
Assurance activities shall include, but not be limited to: monitoring,
documenting and recording construction contractor quality control
activities and construction safety, progress and quality. The firm must
have the in-house capability to provide a minimum of four (4) Quality
Assurance Representatives, each with a company furnished pick-up truck.
The geographic location in which these services will be performed is
within the limits of the New Orleans Area Office of the New Orleans
District, which includes the following parishes: Orleans, St. Bernard,
Jefferson, St. Charles, St. John theBaptist, St. James, Ascension,
Iberville, West Baton Rouge, East Baton Rouge, East Felciana, St.
Helena, Livingston, Tangipahoa, Washington and St. Tammany. Services
may be required in remote places. An option line item will be included
in the contract that requires work to be performed in parishes other
than those initially listed above in cases of emergency. 3. SELECTION
CRITERIA: Evaluation of firm's qualification for award will be based on
the following criteria in descending order of importance: One (1) is
more important than two (2), three (3) and four (4), two (2) and three
(3) are of equal importance. Five (5), six (6) and seven (7) are
secondary factors and will only be used as tie breakers among
technically equal firms. (1) Past Performance (i.e. ACASS and letters
of recommendation), (2) Specialized Experience and Technical
Competence, and (3) Capacity to Accomplish the Work (4) Professional
Qualifications. (5) Location, (6) Extent of participation of SB, SDB,
Historically Black Colleges and Universities, and Minority institutions
in the proposed contract team, and (7) Work Previously Awarded by DOD.
4. SUBMISSION REQUIREMENTS: See Note 24 for general submission
requirements. To be considered for selection, a firm must document the
above qualifications and submit five (5) copies of the SF 255 and SF
254 (even if currently on file) to the office shown above not later
than the 30th day after the date of this announcement. If the 30th day
is a Saturday, Sunday or Federal Holiday, the deadline is the close of
business of the next business day. Only documented qualifications will
be considered for selection. Solicitation packages are not provided.
