Capps, Contracting Officer, 912-327-1616 Air Force Reserve Recruiting Advertising Program is seeking a full-service advertising agency for its advertising efforts. The period of performance for this contract is expected to be one year plus four option years. The proposed $4-$7 million annual contract will include creativity production, and placement of all Air Force Reserve Recruiting advertising in national magazines, newspapers, television, radio, direct mail, and billboard. Advertising will support the prior Service, Non-Prior Service, Health Profession Programs, and officer programs. Contractors will be required to develop advertising in selected media; process and track leads; and provide advertising guidance to Air force Reserve Advertising for effectively communicating the attributes of military service to prospects and influencers. Contractor will also be expected to provide other normal advertising services such as account management, billing, traffic control and research. This will be a cost plus fixed fee contract. Comprehensive technical proposals and oral presentations will be required. Offerors must furnish evidence of previous successful management and execution of other national personnel recruiting advertising programs. Offeror must have succicient cash flow to allow up to $100,000 in advance payment for media placement. The SIC Code is 7311 and size standard is five (5) million in annual revenue. Interested concerns should, within 15 days of this notice, indicate interest by providing to the contracting officer evidence of capability to perform and certification of status (8(a), small business, large business, etc). If adequate interest is not received from small business concerns, the solicitation may be issed as full and open competition without further notice. Note 25 applies. (0365)
