(Site Code DAAK60) The U.S. Army Soldier Systems Command (SSCOM),
Acquisition Directorate, will be procuring the U.S. Marine Corps. Load
Carrying System (MCLCS) based on Government Furnished Property (GFP)
guide sample and patterns. The MCLCS is required in four (4)
cofigurations. The configurations consist of a Load Bearing Vest (LBV)
for the (1) Rifleman, (2) Squad Automatic Weapon (SAW) Gunner, (3)
Grenadier, and (4) the Pistol. In addition the set consists of a field
pack with removable pockets, patrol pack, sleep sstem carrier, pack
frame, camouflage covers, and an On-The-Move-Drinking System (OMDS).
The field pack will consist of a molded frame that allows for simple
and rapid adjustments of shoulder straps to fit the 5th through 95th
percentile male/female Marines. One waist belt will be utilized for
both the LBV and the field pack. This acquisition will consist of seven
(7) Phases. Phase I will consist of producing 500 sts of MCLCS Product
Demonstration Models (PDMs) with Use and Care Manuals for evaluation,
and will require delivery to be made within 4 months after award of
contract. Phase II will consist of producing 15,976 sets of MCLCS,
Initial Production Quantities (PQs) of which the first six modified
items of each Basis of Issue (BOI) set will be produced based on the
recommended changes from the Phase I requirement, and will require
delivery of the entire quantity to be made within 12 months after
receipt of written notice to proceed from the Contracting Officer.
Phase III will consist of producing 50,000 sets of MCLCS, Production
Quantities (PQs), and will require deivery to be made within 12 months
after receipt of written notice to proceed from the Contracting
Officer. Phase IV (Option 1) will consist of producing up to 50,000
sets of MCLCS, Production Quantities (PQs), within 12 months after
receipt of written notie to proceed from the Contracting Officer. Phase
V (Option 2) will consist of producing up to 50,000 sets of MCLCS
Production Quantities (PQs), within 12 months after receipt of written
notice to proceed from the Contracting Officer. Phase VI (Option 3)
will consist of producing up to 50,000 sets of MCLCS, Production
Quantities (PQs), within 12 months after receipt of written notice to
proceed from the Cntracting Officer. Phase VII (Option 4) will consist
of producing up to 50,000 sets of MCLCS, Production Quantities (PQs),
within in 12 months after receipt of written notice to proceed from
the Contracting Officer. Delivery will be to multiple delivery loations
as specified in the Solicitation Package. Firms desiring a copy of the
solicitation package must submit their request in writing. Firms
responding shall indicate weather or not they are small or small
disadvantaged business concerns on their response hereto. The
Acquisition Directorate anticipates that (1) a Solicitation Package
should be available for release on or about December 30, 1996, (2)
Propoals will close on or about February 7, 1997, and (3) an award will
