Officer, 937-255-5311 INTRODUCTION: (1) On 11 May 95, Broad Agency
Announcement (BAA) 95-04-AAKE was published to solicit proposals under
a 100 percent set-aside for Historically Black Colleges and
Universities (HBCUs) and Minority Institutions (MIs). Thirteen awards
were made from the proposals received. Because some of the funds set
aside for that acquisition remain available, BAA 95-04-AAKE is hereby
amended to solicit additional proposals in the technical areas
designated below. This amendment to solicit additional proposals was
anticipated in the original BAA. (2) Wright Laboratory (WL) is
interested in receiving proposals (technical and cost) in the research
areas listed below. This acquisition is a 100 percent set-aside for
HBCUs and MIs as defined in DOD FAR Supplement 252.226-7001. Offers
from other than HBCUs and MIs are not solicited. Clauses 252.226-7000
and 252.226-7001 apply. The offeror must represent and certify, as part
of its offer, that it is an HBCU/MI. An HBCU/MI submitting an offer
under its own name shall agree that at least 50 percent of the cost of
the contract performance incurred for personnel shall be expended for
employees of the HBCU/MI. (3) Proposals in response to this BAA shall
be submitted by 19 Feb 97, 1500 hours, EST, addressed to: ATTN:
Michele Dickman, WL/AAKE, Bldg. 7, 2530 C St., Wright-Patterson AFB OH
45433-7607. Proposals submitted shall be in accordance with this
announcement. Proposals shall not be submitted by facsimile. Proposals
submitted after the cutoff date and time specified herein shall be
subject to the "late proposal" rules of FAR 52.215-10; a copy of this
provision may be obtained from the contracting point of contact. There
will be no other solicitation in regard to this requirement. Offerors
should be alert for any BAA amendments that may be published that
affect the FY97 proposal submission. The awards for FY97 are expected
to be made by 1 Jul 97. Offerors should request a copy of the WL Guide
entitled, "PRDA and BAA Guide for Industry." This guide was
specifically designed to assist offerors in understanding the PRDA/BAA
proposal process. Copies may be requested from the contracting POC or
obtained via the World Wide Web site: www.wl.wpafb.af.mil/contract. A
set of four videotapes is also available for assistance in responding
to this announcement. The tapes, entitled, "Historically Black
Colleges and Universities/Minority Institutions Broad Agency
Announcement Informational Briefing on "Aerospace Sciences Research and
Development" (Videos 1 and 2) and "Air Force R&D Contracting Workshop"
(Videos 3 and 4), are available from the Defense Technical Information

Wide Web site: www.dtic.mil/dtic/referencesvcs.html. B -- REQUIREMENTS:
(1) Technical Description: -- a. Aerospace Sciences Research and
Development Program for HBCUs/MIs is an exploratory development program
to increase the number of HBCUs/MIs creating, developing, and making
new advances in aeronautical sciences and technologies; to provide more
options and solutions to Air Force (AF) flight system needs; and to
enhance the national research capacity in aeronautical sciences. This
BAA is for research and exploratory development in broadly stated areas
set forth below, with the intention of advancing the state of the art.
This BAA is not intended for research efforts related to specific
weapon systems or hardware development. -- The BAA will not be used to
provide "infrastructure assistance" as defined in 10 U.S.C. 2323 (c)
(3). -- Wright Laboratory invites proposals for research in the general
areas associated with the missions of three of the six WL Directorates
as listed below. -- Eligible organizations are invited to submit a
proposal (cost plus technical) for any or all of the technical areas
described under this BAA. -- The scope of activities for this effort
includes, but is notlimited to, technical studies; analysis and
assessments; and multi-discipline research tasks. -- Offerors may
propose an effort consisting of as many technical tasks as desired
under a WL Directorate. -- This program consists of many technical
areas within each WL Directorate. HBCUs/MIs may submit separate
proposals for as many or as few technical areas as they desire. -- The
use of undergraduate and graduate students to implement this effort is
encouraged. Teaming among HBCUs and involvement of scientists from
multiple departments with any HBCU are encouraged. Teaming by HBCUs/MIs
with other research institutions is also encouraged. Because of the
specialized laboratory equipment available at Eglin AFB FL and
Wright-Patterson AFB OH, on-site performance (especially during the
summer months) is encouraged for those programs which would benefit
from the use of AF facilities. Offerors should coordinate this use with
the appropriate WL technical point of contact. Students are encouraged
to assist principal investigators in any on-site performance at
Wright-Patterson AFB or Eglin AFB. -- b. The proposed research and/or
development projects should focus on one or more opportunities
associated with the WL Directorates. Their missions are described as
follows: 1 Armament (WL/MN) -- research involving the development of
terminal seekers and guidance & navigation technology that provide the
precision in a precision guided weapon; research for the development
of explosives, warheads, fuzes, weapon airframe controls, and carriage
and release equipment; 2 Avionics (WL/AA) -- weapon delivery,
reconnaissance, simulation and modeling, target recognition,
intelligent avionics, avionics architectures, fire control,
communication, navigation, reference systems, infrared countermeasures,
electro-optical countermeasures, avionics integration, software
testing, radar countermeasures, electronic countermeasures, software
development and maintenance, information processing and control, neural
networks and artificial intelligence, adaptive signal processing,
reliability, affordability of aging electronics, information/data
fusion, electronic materials device research, new microelectronic
devices, ultra-high speed digital switching devices, high speed/high
density integrated circuit packaging, solid state and thermionic
microwave/millimeter wave devices, monolithic microwave integrated
circuits, transmit/receive modules, lasers, non-linear optical devices,
optical processing detectors, focal plane arrays, digital sensors,
solid state memory devices, and modeling/simulation of electron
devices; and 3 Manufacturing Technology (WL/MT) -- develop and enhance
manufacturing tools, techniques, and methodologies for product
realization by using statistical methods for process capability (cp)
and performance capability (cpk) for key characteristics in the areas
of composites and electronics; the proposals should expand upon
statistical methods currently in use such as Design of experiments
(DOE), Statistical Process Control (SPC), Design for Manufacturability
(DFM), and Six Sigma Manufacturing. (2) Deliverable Items: The
following deliverable data items shall be required, as appropriate: --
a. Status Report, DI-MGMT-80368A/T, monthly; -- b. Project Planning
Chart, DI-MGMT-80507A/T, monthly; -- c. Performance and Cost Report,
DI-FMCC-80912, monthly, required for contracts under $500K; -- d.
Scientific and Technical Reports, DI-MISC-80711/T, Contractor's Billing
Voucher, monthly, required for all contracts; -- e. Funds and Manhour
Expenditure Report, DI-FNCL-80331/T, monthly, required for contracts
under $500K; -- f. Presentation Material, DI-ADMN-81373/T, as required;
-- g. Contract Funds Status Report (CFSR), DI-MGMT-81468, quarterly,
contract awards under $500K will not be required to submit CFSR; -- h.
Scientific and Technical Reports, Final, plus Interim Technical
Reports at the conclusion of each technical task (the technical content
of the interim reports may be incorporated by reference in the final
report.) DI-MISC-80711/T, -- i. Test Plan/Procedure, DI-NDTI-80808/T,
to be submitted for Government's approval prior to commencing component
testing for each component development task; -- j. System Safety
Hazards Analysis Report, DI-SAFT-80101A/T -- k. Engineering Drawings
List, DI-DRPR-MISC-80651/T, and -- l. Still Photo Coverage,
DI-MISC-80169. (3) Security Requirements: It is anticipated that any
contract awarded under this BAA will be unclassified and that
performance of the effort will not require access to classified
material. Offerors may be required, however, to have a DD Form 2345
(Militarily Critical Technical Data Agreement) covering the pertinent
technology on file with the Defense Logistics Services Center (DLSC),
Battle Creek, MI 49016 (Phone: 1-800-352-3572). Offerors should discuss
their proposed program with the appropriate WL Directorate technical
POC as it relates to the Militarily Critical Technical Data Agreement.
Public Law 98-94 is applicable to this program. The International
Trade in Arms Restrictions apply. C -- ADDITIONAL INFORMATION: (1)
Anticipated Period of Performance: The total length of any technical
effort is not to exceed 24 months. The contractor shall also provide
for an additional 4 months for processing/completion of the final
report. (2) Government Estimate: The government established a target of
$9,050,000 for the total program covering FY95 through FY99. Of that
total, $2,800,000 remains available. Multiple awards are anticipated.
Anticipated total funding by each WL Directorate, equally divided over
the three FY's within each WL Directorate, is as follows: -- a. WL/AA
is $1,500,000, -- b. WL/MN is $800K, and -- c. WL/MT is $500K. This
funding profile is an estimate only and is not a promise for funding as
all funding is subject to change due to Government discretion and
availability. Only three of the six WL technical directorates are
seeking proposals. Offerors are encouraged to contact 6the appropriate
technical POC for any updates on availability of funds. (3) Type of
Contract: Cost Reimbursement. (4) Government Furnished Property (GFP):
The Government does not anticipate providing GFP under any contract
for the performance of their proposed effort; nevertheless, you may
propose GFP and it will be evaluated to determine if it is in the best
interest of the Government. D -- PROPOSAL PREPARATION INSTRUCTION: (1)
General Instructions: Offerors should apply the restriction notice
prescribed in the provision of FAR 52.215-12, Restriction on Disclosure
and Use of Data, to trade secrets or privileged commercial and
financial information contained in their proposals. Additional proposal
questions should be directed to one of the points of contact listed
elsewhere herein in section F of this announcement. A technical and
cost proposal, submitted in separate volumes, is required. Proposals
shall reference the above BAA and amendment number and shall identify
the applicable WL Directorate, and shall identify the subject area of
the proposal. Each proposal shall be submitted in a package which
includes the original and five copies. Proposals shall be valid for
Government acceptance for a period of not less than 180 days after the
submission cutoff date. Offerors should consider instructions
contained in the WL "PRDA and BAA Guide for Industry" referenced in
Section A of this announcement. All responsible sources may submit a
proposal which shall be considered against the criteria set forth
herein. Teaming among HBCUs/MIs and with other research institutions is
highly encouraged. A HBCU/MI may submit more than one proposal.
Offerors are advised that only Contracting Officers are legally
authorized to contractually bind or otherwise commit the government.
(2) Cost Proposal: The accompanying cost proposal/price breakdown shall
be prepared in accordance with FAR 15.804-6 and be supplied on an SF
1411, together with supporting schedules, and shall contain a cost and
person hour breakdown per task. Copies of the above-referenced forms
may be obtained from the contracting office cited in section F of this
announcement. (3) Technical Proposal: The technical proposal shall
include a discussion of the nature and scope of the research and the
technical approach. Additional information on prior work in this area,
descriptions of available equipment, data and facilities, and resumes
of personnel who will be participating in this effort should also be
included as attachments to the technical proposal. This additional
information should not be included in the page limit referenced in
section D and part 4 of this announcement. Include the citizenship in
the resumes of all proposed personnel participating in this program.
The technical proposal shall include a Statement of Work (SOW)
detailing the technical tasks proposed to be accomplished under the
proposed effort. The SOW should be suitable for contract incorporation.
Offerors should refer to the WL Guide referenced in Section A to assist
in SOW preparation. Any questions concerning SOW preparation shall be
referred to the Technical Point of Contact cited in this announcement.
(4) Page Limitations: The technical proposal shall be limited to 35
pages (12 point or larger type), double-spaced, single-sided, and 8.5
by 11 inches. Pages in excess of this limitation will not be considered
by the Government. Cost proposals have no limitation; however, offerors
are requested to keep cost proposals to 50 pages (single-spaced)
maximum. (5) Preparation Cost: This announcement does not commit the
Government to pay for any response preparation cost. The cost of
preparing proposals in response to this BAA is not considered an
allowable direct charge to any resulting contract or to any other
contract. It is, however, an allowable expense to the normal bid and
proposal indirect cost as specified in FAR 31.205-18. E -- BASIS FOR
AWARD: The selection of one or more sources for contract award(s), as
well as the extent of those efforts, will be based on a scientific
and/or engineering evaluation of the responses (both technical and cost
aspects) to determine the overall technical merit of the proposal in
response to this announcement. The technical aspect which is ranked as
the first order of priority shall be evaluated based upon the
following criteria for selection, which are listed in descending order
of relative importance. The sub-criteria listed under special
technical factors are of equal relative importance. The criteria are as
follows: (1) the relevance of the proposed effort to the missions of
the Air Force and WL; (2) the soundness of the proposed approach to
accomplish the technical objectives; (3) the offerors' understanding of
the problem(s) and proposed solution(s); and (4) special technical
factors: -- a. offerors' background, ability, facilities, and
experience in the proposed technical area; -- b. offerors' approach to
involving scientists from other departments in the HBCU/MI and other
HBCUs/MIs in primary research and development; and -- c. offerors'
approach to training and utilization of students throughout the year on
the proposed research project(s). Cost is ranked as the second order of
priority. No further evaluation criteria will be used in selecting the
proposals. The technical and cost information will be evaluated at the
same time. The Air Force reserves the right to select for award any,
all, part, or none of the proposals received. F -- POINTS OF CONTACT:
(1) An Ombudsman has been appointed to hear concerns from offerors and
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
Air Force personnel. All potential offerors should use established
channels to voice concerns before resorting to use the Ombudsman. When
requested, the Ombudsman will maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals orin the source selection. The Ombudsman should
only be contacted with issues or problems that have been previously
brought to the attention of the contracting officer and could not be
satisfactorily resolved at that level. These serious concerns only may
