Research Projects Agency (DARPA) Tactical Technology Office is
soliciting proposals for research, design, development, and
demonstration of an integrated electrical Combat Hybrid Power System
(CHPS). In addition to this Broad Agency Announcement and before
submitting a proposal, prospective offerors must also refer to the
associated BAA 97-13 Proposer Information Pamphlet (PIP) that provides
further information on the technical scope, program structure, and
proposal format. PROGRAM OBJECTIVES: The CHPS Program will research,
design, develop, and demonstrate hybrid electric power system(s) to
provide continuous and pulsed power for advanced military subsystems on
future land combat vehicles. The CHPS should include components for
power generation, energy storage, power averaging and distribution,
energy and power management, thermal management, and other components
needed for an integrated hybrid electric power system. Subsystems to be
powered include C4, survivability, mobility, and weapons. The design
focus for this effort is for a 15-20 ton Cavalry/Scout vehicle,
however, DARPA desires to investigate scaleability between 4 and 40-ton
combat vehicle classes. Further references to this 15-20 ton
Cavalry/Scout vehicle will be designated as the "notional concept
vehicle." TECHNICAL SCOPE: DARPA seeks innovative approaches to three
interrelated tasks: Task 1. CHPS DESIGN AND SYSTEM INTEGRATION
LABORATORY (SIL): The purpose of Task 1 is to design, build, and
operate a laboratory version of the CHPS. The SIL(s) will evolve from
an initial demonstration using existing equipment and near-term
technologies to a final demonstration using critical technologies
developed under this program. By interfacing with a virtual
environment, hardware-in-the-loop verification of performance and
warfighting advantages may be obtained. DARPA intends that the SIL(s)
be used to demonstrate critical technologies developed by any of the
contractors under the DARPA CHPS program. All resulting awards will
contain provisions setting forth this requirement. Offerors are
notified that the Government reserves the right to take delivery with
unrestricted rights to all SIL hardware and software developed under
the CHPS program. Use of contractor-owned equipment and facilities for
the SIL is encouraged as proposed cost share to the CHPS program. Task
2. CRITICAL TECHNOLOGY DEVELOPMENT: The purpose for Task 2 is to
address solutions to technology deficiencies that are identified by the
virtual prototypes in Task 3 and that constrain CHPS implementation in
future combat vehicles. DARPA seeks research and new technology
development on affordable high energy and power density electric power
system elements and innovative thermal management technology for
high-power-density electric power systems. Also, DARPA seeks research
on fault tolerant, combat-safe electric power system architectures.
Specifically excluded are research efforts in semiconductor materials,
mobility systems, weapons systems, or survivability systems. When
newly developed CHPS components are ready, they should be demonstrated
in the SIL(s). Task 3. CHPS VIRTUAL PROTOTYPES: The purpose for Task
3 is to design and develop hybrid electric combat vehicle concepts and
power system architectures in a virtual design environment to obtain
performance and warfighting advantage assessments. Virtual prototypes
and associated data should reflect vehicle design configurations for
notional concept vehicles but be scaleable as required to address
combat vehicles between 4 and 40-tons. PROGRAM MANAGEMENT: The
Government desires to work with the contractor teams in an Integrated
Product Team (IPT) structure. Government representatives to the IPT
will include DARPA program managers, U.S. Army TARDEC representatives,
and Marine Corps Program Office representatives, as well as DARPA
Scientific and Engineering Technical Assistance (SETA) contractors.
Contractors should have at least one representative from each
subcontractor on the IPT during the time when the subcontractor is
activelyparticipating in the program. PROGRAM SCOPE AND FUNDING:
Multiple awards during the second quarter of FY1997 are anticipated.
Each offeror must submit a proposal which includes all three tasks.
Teaming and cost sharing is encouraged in all tasks. The prime
contractor must have an existing approved capability (personnel and
facility) to perform SECRET classified work. To give the Government
flexibility, all offerors are required to segment and cost proposals as
follows: an initial 9-month effort followed by one or more options
corresponding to each of Tasks 1, 2, and 3 above. The total effort
including options should not exceed 4 years. All resulting awards under
this BAA will contain a requirement for a design review four months
after award which may result in contract modifications. Offerors are
directed to the PIP for further information on program scope. Up to
$8.4M may be available in FY1997 for the initial effort, and pending
annual Congressional approval, an additional $40M may be available
through FY2000 for the options. Proposed efforts beyond the 9-month
initial funding period should be costed on an annual basis to coincide
with the Government fiscal year. GENERAL INFORMATION: An original and
four (4) copies of each proposal must be submitted to DARPA/TTO, 3701
N. Fairfax Drive, Arlington, VA 22203-1714 (ATTN: BAA 97-13) no later
than 4:00 p.m. EST on February 10, 1997. Proposals submitted by fax
will not be considered. Each technical proposal shall be in the format
specified in the PIP. Proposal not meeting the format may not be
reviewed. Technical and cost proposals shall be separately bound. This
CBD notice itself and the PIP constitute the total Broad Agency
Announcement as contemplated by FAR 6.102(d). No additional information
will be made available, and a formal RFP or other solicitation
regarding this announcement will not be issued. All responsible sources
capable of satisfying the Government's needs may submit proposals which
will be evaluated as received. Historically Black Colleges and
Universities (HBCU) and Minority Institutions (MI) are encouraged to
submit proposals and join others in submitting proposals, however, no
portion of this BAA will be set aside for HBCU or MI participation due
to the impracticality of reserving discrete or severable areas of
research in combat hybrid power systems technology. EVALUATION AND
AWARD: Proposals will not be evaluated against each other since they
are not submitted in accordance with a common work statement.
Evaluation of proposals will be accomplished using the following
criteria, which are listed in descending order of relative importance:
1) overall scientific merit in relationship to the soundness and
innovation of the technical approach, 2) offeror's ability to implement
the proposed program as demonstrated by availability of qualified
personnel, equipment and facilities, expertise in hybrid electric power
component technologies and system integration, and related experience
in SIL development and operation, 3) soundness of management plan and
the degree to which the offeror employs Integrated Product Teams, and
4) proposed cost and cost realism. Note: cost realism will only be
significant in proposals which have significantly under- or
overestimated the cost to complete their effort. Evaluation and
selection of proposal(s) for award will be made to those offerors whose
proposals are considered most advantageous to the Government. The
Government reserves the right to select for award any, all, part, or
none of the proposals received in response to this announcement. Awards
are subject to availability of Government funds. Awards made under this
BAA are subject to the provisions of the Federal Acquisition
Regulations (FAR) Subpart 9.5, Organizational Conflict of Interest. All
offerors and proposed subcontractors must affirmatively state whether
they are supporting any DARPA technical office(s) through an active
contract or subcontract. All affirmations must state which office(s)
the offeror supports, and identify the prime contract number.
Affirmation should be furnished at the time of proposal submission. All
facts relevant to the existence or potential existence of
organizational conflicts of interest, as that term is defined in the
FAR 9.501, must be disclosed. The disclosure shall include a
description of the action the offeror has taken, or proposes to take,
to avoid, neutralize or mitigate such conflict. It is the policy of
DARPA to treat all proposals as competitive information, and to
disclose their contents only for the purpose of evaluation. The
Government intends to use employees from two non-Government sources
(System Planning Corporation (SPC) and Maritime Applied Physics
Corporation) to assist as technical experts, and in administering the
evaluation of the proposals (SPC only). Employees of these
organizations engaged for these purposes are restricted by their
contracts from disclosing the proposal information, and from using
proposal information for other than performing administrative and/or
advisory tasks. Personnel are required to sign Organizational Conflict
of Interest and Nondisclosure Agreements. By submission of your
proposal, you agree that your proposal information may be disclosed to
those employees of the organizations identified above for the limited
purpose stated above. Any information submitted with your proposal
that you do not consent to limited release to these sources must be
clearly marked and submitted segregated from other proposal material.
Selections under this BAA will be made only by Government evaluators.
