357-33755. This is a Notice of Intent to modify Contract No.
263-0140-C- 0032-00 with Overseas Bechtel Inc. (OBI) for 19 months of
additional level of effort beginning in mid-February, 1997. This
procurement is for the provision of technical assistance, procurement
and in-country training services under USAID/Egypt's Energy
Conservation and Environment Project (ECEP) for which the government
intends to solicit and negotiate with only one source under the
authority of AIDAR 706.302-70 and 40 USC 474. The existing contract was
originally competed and awarded to OBI on a full and open competition
basis, and OBI has been the only technical assistance contractor
throughout the life of the Mission's ECEP program. USAID/Egypt recently
made a one-time- only extension of the Mission's ECEP Program, and the
intent of this procurement action is to make a one-time-only extension
to the OBI contract in order to continue project activities with the
existing contractor on the basis of being both "cost effective" and a
"unique source". The remaining contract work will consist of only two
primary tasks, of which the first is a continuation of the on-going
work activities (i.e. it is cost effective to keep existing field staff
to complete on-going work). Since the other primary work task during
the extension period will be to focus on project sustainability by
training (in Arabic and English) Egyptian staff to do all work
activities previously or now performed by U.S. expatraites, the
contractor's long-term field and project knowledge ranks OBI as being
a unique source for providing the necessary services. There will be no
solicitation documents issued for this proposed action. Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This Notice of Intent is not a request
for competitive proposals, however, all proposals received within
thirty days after date of publication of this synopsis will be
considered by the government. A determination by the government not to
compete this proposed contract extension based upon responses to this
notice is solely within the discretion of the government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. This CBD
