SITE REINDUSTRIALIZATION INITIATIVE Is offering a unique opportunity
for industry to establish new manufacturing facilities, warehousing and
distribution centers for high technology products and services. Over
the past 50 years, the DOE's Oak Ridge Operations have served the
Nation's national security needs by maintaining a vital role in
supporting nuclear weapons programs and supplying enriched uranium for
the free world's nuclear power industry. The site covers more than
1,700 acres with 125 buildings offering pristine manufacturing and
research facilities. Industrial firms may be interested in exploring
the possibility of leasing spaces and facilities to set up
manufacturing operations, instrumentation, controls, or fabrication of
structural components utilizing advanced metal, ceramic or composite
materials technology. Labor supply is excellent in the Knoxville/Oak
Ridge area with well trained craftsmen, professional engineers,
scientists, and researchers specifically experienced with the equipment
and facilities at the K-25 and Y-12 sites. The "Center for
Manufacturing Technologies" features unique facilities capable of
performing advanced research and development of new manufacturing
processes including high precision machinery, advanced numerical
control machining, and a NIST certified standards lab. Nearby Oak Ridge
National Laboratory (ORNL) employs some 6,000 people with expertise in
all basic sciences including chemistry, metals, ceramics, and
composites. The Oak Ridge and greater Knoxville region offers a
splendid educational system of Universities and Technical Training
Centers. There is an abundance of economical electric power along with
excellent transportation facilities which include: (1) McGhee Tyson
Airport in Knoxville, just 30 minutes from Oak Ridge; (2) Interstate
highways I-75 and I-40 which provide easy road access; (3) navigable
waterways created by TVA which provides access to the Gulf of Mexico;
(4) railroad services by major carriers CSX and Norfolk Southern, and
(5) a multi-modal industrial transportation center which includes rail,
truck, or barge at the K-25 site. The State of Tennessee and city of
Oak Ridge provides special tax incentives such as no personal income
tax on wages; no sales tax on manufacturing equipment; no sales tax on
pollution control equipment or raw materials; no property tax on works
in progress or finished product inventories; and investment tax credit
of 1 per cent; accelerated depreciation on personal property; training
grants up to $750,000.00; and warehousing and distribution tax
reduction. The Department of Energy is offering extraordinary lease
arrangements to industrial firms interested in this Reindustrialization
