This is a Pre-Soliciation Notice. The Department of the Navy intends to issue an RFP by means of source selection procedures with qualified offerors based on technical and price competition for the purpose of obtaining the best overall value to the Government. The contract will be a combination firm-fixed price, indefinite quantity with both Davis Bacon and Service Contract Wages. The contractor shall furnish all labor, management, supervision, tools, materials, eqiupment, incidental engineering and transportaiton necessary to maintain and repair Family Housing units and associated utility systems, household equipment, appliances, land areas (playgrounds), and other related real property and facilities in accordance with the contract requirements. Work includes but is not limited to the performance of service call work, preventive maintenance of equipment, change of occupancy maintenance, painting, and other services as described herein. The work also includes the maintenance of Family Housing HVAC Units and associated equipment including manning of a trouble call desk, performing emergency work, urgent work, routine work, preventive maintenance, performance of recurring work such as Air Conditioning and Heating Systems annual start-up and inspections and repair of gas fired appliances. The term of this contract is for a Base period of twelve months plus 4 twelve month option years. Services to begin 1 April 1997. The SIC Code is 7349 and the Small Business Size Standard is 12.0 million are applicable to this contract. Estimated cost range (including all options): between $1,000,000 and $5,000,000. The proposed contract (solicitation) will be issued as unrestricted and the solicitaiton is subject to evaluation criteria set forth in DFAR 252.219-7003 -- "Notice of Evaluation Preference for Small Disadvantaged Business Concerns- Construction Acquisition Test Program (APR 1996)". There will be a $200.00 fee required for bidding documents. The issue date is 01 February 1997 and the proposal date is 03 March1997 at Northern Division, Naval Facilities Engineering Command, 10 Industrial Highway, MS 82, Lester, PA, 19113-2090. The contract completion for the base period is 1 year from the date of award. Bidders/Offerors interested in obtaining plans and specifications for this project, must submit their request along with a Business check or Cashier's check to the US Treasury and annotated with the applicable solicitation number, two sets of plans and specifications will be mailed upon availability to those contractors who have tendered payment.
