Pre-Solicitation Notice: The Department of Navy intends to issue an RFP
for this design build project. The scope of work includes design and
preparation of specifications for new equipment, and the contractor
shall subsequently manufacture, assemble, deliver, install and test in
accordance with drawings,specifications and procedures prepared by the
contractor for approval by the Government. The requirements covered in
this section includes design and construction of a replacement high
pressure boiler, economizer, tack, additional feedwater pump, new
piping and associated designs to replace or upgrade interconnecting
piping (for steam, water, fuel, venting, equipment, mechanical raft
equipment, and all other auxiliaries, accessories and foundations. The
design shall include a boiler control system which provides
combustion, feedwater and feedpump software. Additionally, the work
shall include modifications to the building as required for
installation and closure; all electrical hookups and evaluation of
existing equipment/facilities such as pumps, water treatment, fuel
system, and pipe sizing to ensure sufficient capacity exists to support
the simultaneous operation of the new boiler with existing Power Plant
#2 boilers. This work will be acquired by Source Selection Procedures
with qualified offerors based on technical and price competition. The
SIC Code is 1711 and the Small Business Size Standard is $7M (million)
are applicable to this contract. The proposed contract (solicitation)
will be issued as unrestricted and the solicitation is subject to
evaluation criteria set forth in DFAR 252.219-7003 -- "Notice of
Evaluation Preference for Small Disadvantaged Business Concerns --
Construction Acquisition Test Program (APR 1996)". There will be a
$200.00 fee required for bidding documents. The issue date is 28 Jan 97
and proposal receipt date is 28 Feb 97 at Northern Division, Naval
Facilities Engineering Command, 10 Industrial Highway, MS 82 Lester, PA
19113-2090. The contract completion is 365 calendars days.
Bidders/Offers interested in obtaining plans and specification for this
project, must submit their request along with a Business Check or
Cashier's check to the US Treasury and annotated with the applicable
solicitation number, two sets of plans and specifications will be
mailed upon availability to those contractors who have tendered
payment. If contract number is not annotated as required or your check
is not made payable to the US Treasury, your check will be returned
unprocessed. (NO Personal check will be accepted, no plans and
specification will be issued until proper payment has been received in
the amount of $200.00 (Checks must be annotated with the applicable
solicitation number and made payable to U.S. Treasury and mailed to the
