Detachment Philadelphia intends to acquire information technology (IT)
support services on behalf of the Fleet Material Support Office (FMSO)
Mechanicsburg, PA. This proposed procurement is for a period beginning
1 August 1997 through 30 September 1997, with four one-year options,
plus a final ten month option. The total estimated level of effort,
inclusive of options, is 625,000 hours. The required services are IT
support services for multi-logistic Automated Information Systems,
related systems, and associated activities. Services include, but are
not limited to: evaluation of hardware and/or software products,
computer systems research, design, development, review, implementation,
training, operational support, and/or maintenance functions, and
operations analysis studies. Offerors will be required to submit their
proposals in two separate parts -- Part I -- Technical Proposal and
Part II -- Price. The technical proposal shall include information in
sufficient detail to clearlyidentify the offerors overall
qualifications and consist of the technical evaluation factors of
Technical Approach, Past Performance, Corporate Experience, Management
Approach, and Personnel Resources. The Government desires to award at
least three indefinite delivery indefinite quantity type contracts
under this solicitation with the evaluation process to be conducted as
follows: an evaluation conducted on an unrestricted basis, an
evaluation made only among certified small business concerns, and an
evaluation made only among certified 8(a) firms. If more than three
awards are made, the selection for the additional awards will be made
without regard to the offerors size status or socio-economic status.
The Contracting Officer reserves the right to make less than three
awards if the Contracting Officer determines that there is a sufficient
difference in the total rating between the most advantageous offeror
and the remaining offeror(s) such that additional awards are not in the
best interest of the Government. Award(s) made resulting from this
solicitation will be made to eligible, responsible offeror(s) whose
offer, conforming to the solicitation, is determined most advantageous
to the Government, cost/price and other factors considered. Offerors
are advised that only one proposal needs to be submitted, regardless of
size certification.. This proposed procurement carries an applicable
SIC code of 7379, which carries a size standard of $18,000,000. A
preproposal conference will be held in the Officer's Club on the Naval
Inventory Control Point Mechanicsburg PA compound on 30 January 1997
beginning at 10:30 AM EST. Any party interested in attending this
