MARKET SURVEY ONLY -- NO SOLICITATION EXISTS. This market survey is
being conducted in order to determine the commercial availability or
capabilities (or nondevelopmental items availability) of a Land Combat
spectrum Model for use by the National Ground Intelligence Center,
Charlottesville, VA. Land Combat Spectrum Model (LSCM) is the first
segment of the Military Capability Spectra Project (MCSP) that
encompasses Land, Sea, Air and Joint Military Capability spectra. The
MCSP will be a decision aid for decision makers and commanders who need
a validated assessment of military strengths and weaknesses. The LSCM
portion (currently in advanced beta) identifies and scales land
military capability around the world. It uses maps, charts, and tests
to give the decision maker an easy-to-visualize summary of relative
capabilities and the effects of technology-based upgrades, changing
economic conditions, perceived threats and military acquisitions on the
global balance of power. Future versions will expand the scope from
LCSM to MCSP by providing a multi-service-joint model using
state-of-the-art visualization techniques for complex data. It will
incorporate scenario analyses via an adaptation of the Discrete
Richardson Model and will involve a significant effort in RDT&E to
develop conflict analysis methodologies in conjunction with existing
capability analysis techniques. The user tool associated with the MCSP
will run on Windows 3.x, Windows 95, Windows NT, Windows 97, Sun
Solaris, and the MacIntosh platforms. Software must be written in
portable, object-oriented, compiled code (preferably C++ or Delphi)
that accesses corporate Oracle databases to extract the model's stored
data and parameters. MCSP needs to have access to academic and
commercial consultants and contractors to develop and refine
mathematical concepts including applications of chaos/complexity
theory, self-organized criticality, semiotics, and cellular automata,
expansion and extension of the rating schema and their subsequent
applications, and state-of-the-art visualizations techniques for
complex data sets. Please provide information on the commercial items
which would be sufficient to enable the government to determine whether
or not your product meets the government's needs. Attach literature and

information: (1) Is the item customarily available in the commercial
marketplace? (2) Does the item require modification in order to meet
the Government's requirement? If so, provide your customary practices
regarding customizing, modifying or tailoring of items to meet the
government purposes. (3) Is the item used exclusively for Government
purposes? (4) Is the product a foreign manufactured product? If so,
where? (5) Business size. (6) Provide a list of potential suppliers.
