THE WOMEN'S BUSINESS DEVELOPMENT ACT OF 1991 SOL SBAHQ-97-R-0006 DUE

Small Business Administration (SBA) intends to issue program
announcement No. OWBO-97-009 to invite applications from non-profit
501(c)(3) organizations to develop training and counseling centers for
women business owners under the Women's Business Development Act of
1991. Program announcements will be mailed before the end of January
1997. Application proposals will be due at the SBA Office specified in
the program announcement by approximately mid-March 1997. Also,
applicants must have the capability to put information on the Internet
and provide assistance through the Internet. The project is intended
to assist SBA's Office of Women's Business Ownership in training and
counseling women who want to start or expand businesses. Contact

at (202) 205-6621. This is a one-year award. However, each applicant
must submit a three-year plan that describes proposed fund-raising and
training activities. If funding becomes available,a center may receive
financial assistance for a maximum of three years. Successful
applicants must match SBA funding with one non-Federal dollar for each
Federal dollar. Up to one-half of the non-Federal matching assistance
may be in the form of in-kind contributions. The training activities
must include: (1) assistance on access to capital; (2) procurement
assistance; (3) management assistance; (4) marketing assistance; and
(5) programs of specialized content, e.g., home-based businesses,
technology, international trade, etc. Special consideration will be
given to non-profit 501(c)(3) organizations in states that have not
been funded through the SBA's Office of Women's Business Ownerhsip's
financial and other management and technical assistance services to
women. These states include: Alaska, Arizona, Arkansas, Delaware,
Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Maryland,
Nebraska, New Hampshire, North Carolina, Rhode Island, South Carolina,
Tennessee, Vermont, Virginia, Washington, West Virginia, and Wyoming.
Also included are Puerto Rico, Guam and the U.S. Virgin Islands.
