The U.S. firm may use subcontractors from the host country for up to 20 percent of the TDA grant amount. Details of TDA's nationality requirements and mandatory contract clauses are also included in the RFP. Interested U.S. firms should submit their Proposal in Spanish (one original and three copies) and English (one original) directly to the Grantee in Santiago by 6:00 pm local time, February 20, 1997. Selection criteria for the Proposal are included in the RFP and listed below. Price will not be a factor in contractor selection, and therefore, cost proposals should NOT be submitted. The Grantee reserves the right to reject any and/or all Proposals. The Grantee also reserves the right to contract with the selected firm for subsequent work related to the project. The Grantee is not bound to pay for any costs associated with the preparation and submission ofProposals. The selection of the Contractor will be based on the following criteria: 1. Competence and expertise of the U.S. firm (20 points) The experience of the company(ies) and its permanent staff in related technical areas and, in particular, past performance on similar work. 2. Competence and expertise of Chilean firm (20 points) U.S. firms may utilize subcontractors from Chile for up to 20 percent of the total amount of the TDA grant. The competence and expertise of such subcontractors will be evaluated according to the experience of the company(ies) and its permanent staff in related technical areas and, in particular, past performance on similar work. 3. Understanding of the problem and staff competence (30 points) Key personnel's knowledge and understanding of the atmospheric contamination problem in Santiago. Make specific reference to the quality of the proposed personnel from each firm and their relevant experience, technical expertise and professional levels contributing to their understanding of the problem in Santiago. Discuss the appropriateness of the staff assignments for this project. 4. Work plan and technical approach (30 points) The methodology and work plan for the technical assistance will be evaluated with special emphasis on the proposed technical approach and a clear understanding of the objectives of the technical assistance.. Spanish language skills (reading, speaking and writing) are essential and are considered a minimum qualification. Team members who travel to Chile should be able to function in a business and technical environment using the Spanish language. (0007)
