Electrical energy shall be 3 phase, 60 Hertz, 43,800 volts, and shall be delivered to the Government substation located on Marne Road. Electrical consumptionand demand varies due to weather conditions, number of soldiers on the installation, energy conservation measures, etc. Consumption for FY 95 and FY 96 ranged from 13,000,000 KWH to 28,000,000 KWH each month. Presently electrical energy is delivered to For Benning through the Integrated Transmission System (ITS) owned by Georgia Power Company, Oglethorpe Electric Membership Corporation, Municipal Electric Authority of Georgia and the City of Dalton. Any cost incurred by the contractor to use the existing transmission and distribution system or for the construction of a new transmission and distribution system for the delivery of electrical energy to Fort Benning shal be the responsibility of the contractor.
