510-437-3731 This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in subpart 12.6 of the
Federal Acquisition Regulation (FAR), as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The Request for Quotation Number is
DTCG89-97-Q-65K210 and incorporates provisions and clauses in effect
through Federal Acquisition Circular 90-42. This procurement is 100
percent set-aside for small business under SIC Code 8243. The small
business size standard for this SIC code is $5 million dollars in
annual receipts. type will be a firm fixed price. The scope of work
will be to provide Microsoft Certified Training, for the Microsoft
Windows NT 3.51 environment, for the following course codes; code 505
Supporting Windows NT 3.51, code 659 Supporting Windows NT Server 3.51,
code 472 Internetworking with TCP/IP for NT 3.5, code 632 Core
Technologies for Exchange Server. The training will be held for ten
(10) Coast Guard Personnel at the Coast Guard Base located on Kodiak
Island, in the Gulf of Alaska. These courses shall be taught
consecutively. The contractor will be responsible for providing all
computer equipment, software, and course materials. The contractor is
responsible for all costs associated with providing Microsoft Certified
Trainer(s) for the applicable courses. The U.S. Coast Guard will
provide the training room, and logistical assistance as needed. All
prospective contractors are advised that the U.S. Coast Guard operates
a guest housing facility which may be used by the contractor for the
duration of this contract. For information on rates and services
available, contractors may contact the guest at the lowest cost to the
Government. The following FAR provisions apply to this acquisition:
FAR 52.212-1, Instruction to Offerors -- Commercial Items. FAR
52.212-3, Offeror Representations and Certifications -- Commercial
Items. All offerors are to include with their offer a completed copy of
provision FAR 52.212-3. Copies of FAR 52.212-3 are available upon
request from the Contracting Officer. FAR 52.212-4, Contract Terms and
Conditions -- Commercial Items, applies to this purchase. FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items, applies to this purchase and
the following clauses cited in the clause are applicable to the
procurement; FAR 52.218-14, Limitation on Subcontracting (15 U.S.C.
637(a)(14), FAR 52.222-26, Equal Opportunity (E.O. 11246), FAR
52.222-35, Affirmative Action for Handicapped Works (29 U.S.C. 793),
FAR 52.222-37, Employment Reports on Special Disabled Veterans and
Veterans of the Vietnam Era (38 U.S.C. 4212), FAR 52.225-18 European
Union Sanction for Services (E.O. 12849), FAR 52.222-41, Service
Contract Act of 1965, As amended (4 U.S.C. 351 et. seq.). For the
purpose of this solicitation, wage determination number 94-2017, which
lists occupationcode and title 99260 Instructor as earning a minimum
hourly wage of $18.48, health and welfare of $0.90 per hour is
applicable. Bidders may obtain a copy of the wage determination by
calling the number below. FAR 52.222-42, Statement of Equivalent Rates
for Federal Hires (29 U.S.C. 206 and 41 U.S.C. 351, et. seq.). For the
purpose of this solicitation, the Federal Employee Class is GS1710/09,
the hourly rate is $18.03, and $5.41 for fringe benefits. Additional
clauses included in the procurement are FAR 52.214-31, Facsimile Bids.

inclusion of Alternate II. Clause 52.247-35 F.o.b. Destination, within
Consignee's Premises. In addition to the Representations adn
Certifications listed above, all prospective contractors shall include
proof of certification to teach all courses offered, from Microsoft
Corporation. Any quote received without all required representations
and certifications will be considered as non-resonsive. Offers are due
on 01-27-97, 2:00 P.M. local time. Offers shall be mailed to:

must provide at a minimum: (1) solicitation number; (2) name, address,
