The Government intends to issue a Indefinite Delivery Indefinite Quantity, Firm Fixed Price Type Contract with five consecutive ordering periods. The minimum quantity is 44 and the maximum quantity is 204 each. FOB destination for the first ordering period to New Cumberland, PA 17070-5001 and FOB Origin for the subsequent ordering periods. Required delivery with First Article Testing is 4 each 270 DACA and 4 per month thereafter, First Article Test Report due 198 DACA. Required delivery without First Article Test is 4 each 180 DACA and 4 per month thereafter until completion. This procurement requires prequalification. All responsible sources may submit a proposal which shall be considered by the agency. Justification for other than full and open competition is FAR 6.302-1, Only One Source or Only a Limited Number of Responsible Sources. This proposed contract action is for supplies for whichthe Government does not have specifications and drawings to permit full and open competition. Approved Sources are: American Fuel Cell and Coated Fabrics Company, Magnolia, AR, Bell Helicopter Textron, Inc., Fort Worth, TX and Engineered Fabrics Corp., Rockmart, GA. The time required for approval of new supplies is such that award and delivery cannot be delayed pending approval of a new source. Firms are encouraged to seek source approval in order to compete for future solicitations IAW the instructions contained in Section L of the solicitation.
