Hooks, Buyer (904) 283-8613 This synopsis is a modification to synopsis number 01293 previously submitted 19 Dec 96, and is being issued to list the evaluation factors that will be used in determining the successful offeror for this procurement. The evaluation factors and their priority in descending order with the number one priority listed first are as listed below: A. Technical Solution. The evaluation of each of the components of the system taking into account compliance to specifications, layout, efficiency, and integration of components into the system as a whole. Following is a list of the system components: (1) Vehicle Platform (2) Van Body (3) Drill System (4) ECP Hardware (5) ECP Software B. Past Performance. Evaluation of the offerors experience in developing similar systems taking into account the quality, reliability, and quantity of the systems they have developed, timliness of performance, as well as their track record of support after the purchase. C. Cost. Evaluation of the cost of the entire package including the options and follow-on support, not just the cost of the basic unit. D. Follow-on Support. Evaluation of the offerors ability to provide equipment, hardware, and software support, maintenance, and training after the purchase of the system. We will look specifically at the extent of their support network and expertise of the people providing the support. We will also evaluate the quality and period of the warranties trovided on the system. E. Value Engineering. The evaluation of any value engineering proposals put forth by the offerors which enhance the performance of the system, while saying the Government money. The 325th Contracting Squadron at Tyndall AFB, FL anticipates issuing the solicitation on or about 23 Jan 97. All interested firms may submit an offer which will be considered.
