COMMERCE BUSINESS DAILY ISSUE OF JANUARY 10,1997 PSA#1759Commander, Naval Sea Systems Command, SEA 02521C, 2531 Jefferson n
Davis Hwy, Arlington, VA 22242-5160 59 -- GENERIC NAVY SIMULATOR/STIMULATOR (GNSS) FOR THE BATTLE FORCE E
TACTICAL TRAINING (BFTT) SYSTEM SOL N00024-97-R-5220 POC Art Peterson,
Contract Specialist (703) 602-7817 ext. 524; and Richard N. Goff,
Contracting Officer (703) 602-7904 ext. 523 Pre-solicitation notice:
The Naval Sea Systems Command (NAVSEA) seeks qualified suppliers for
the Generic Navy Simulator/Stimulator (GNSS) Program. The GNSS will
provide computer-based stimulation of shipboard radar systems by RF or
IF signal injection, and radar video simulation of radar display
distribution systems. Each radar's GNSS will be driven by the onboard
Battle Force Tactical Training (BFTT) System, which will furnish
scripted entity data so radar returns will support realistic training
exercises. To minimize development costs and schedule length and
optimize the use of commercial technology, the GNSS will be built on
Open System Architecture (OSA) standards, incorporating a functionally
modular design using Commercial Off-the-Shelf (COTS) products and
Non-Developmental Items (NDI) where possible, and industry-defined
software, engineering, and communications interface standards. The
planned, five-year, indefinite-delivery contract will include systems
engineering, design, development, integration, checkout, and systems
testing of a Pre-Production Model (PPM) for each radar type, a
firm-fixed-price production option, and product improvement and
engineering support on a time-and-materials basis. At the NAVSEA 02 Web
Site (http://sea02www.navsea.navy.mil) are latest revisions of the
draft Performance Specification, a draft Statement of Objectives (SOO)
that replaces the draft Statement of Work (SOW), a list of identified
respondents to the 6/6/96 RFI, and now also a draft of RFP Section L
for comment. The NAVSEA point of contact is Art Peterson, Code 02521C,
(703) 602-7817. Comments or questions may be submitted by clicking on
that name at the Web Site or e-mailing (Peterson
_Art@hq.navsea.navy.mil). Suppliers should monitor the Web Site for the
answers to submitted questions (as the Contracting Officer deems
appropriate) and for additional draft RFP sections (or updates to
existing ones) prior to release of the RFP. Documents (Microsoft Word
files), including the RFP when issued, may be downloaded from the Web
Site, where README_n.DOC is revision number "n" to this GNSS CBD notice
and/or general information; SOO_n.DOC is revision "n" to the draft SOO;
GNSS_n.DOC is revision "n" to the draft performance spec; LIST_n.DOC is
revision "n" to the listing of identified potential offerors; and
SEC_L_n.DOC is revision "n" to the draft Section L. The planned RFP
will be posted under "Solicitations" at the Web Site and announced
separately in the CBD. The proposal period is expected to be thirty
(30) days. This announcement is NOT a request for proposals. (0008) Loren Data Corp. http://www.ld.com (SYN# 0235 19970110\59-0005.SOL)
