Goff, Contracting Officer (703) 602-7904 ext. 523 Pre-solicitation notice: The Naval Sea Systems Command (NAVSEA) seeks qualified suppliers for the Generic Navy Simulator/Stimulator (GNSS) Program. The GNSS will provide computer-based stimulation of shipboard radar systems by RF or IF signal injection, and radar video simulation of radar display distribution systems. Each radar's GNSS will be driven by the onboard Battle Force Tactical Training (BFTT) System, which will furnish scripted entity data so radar returns will support realistic training exercises. To minimize development costs and schedule length and optimize the use of commercial technology, the GNSS will be built on Open System Architecture (OSA) standards, incorporating a functionally modular design using Commercial Off-the-Shelf (COTS) products and Non-Developmental Items (NDI) where possible, and industry-defined software, engineering, and communications interface standards. The planned, five-year, indefinite-delivery contract will include systems engineering, design, development, integration, checkout, and systems testing of a Pre-Production Model (PPM) for each radar type, a firm-fixed-price production option, and product improvement and engineering support on a time-and-materials basis. At the NAVSEA 02 Web Site (http://sea02www.navsea.navy.mil) are latest revisions of the draft Performance Specification, a draft Statement of Objectives (SOO) that replaces the draft Statement of Work (SOW), a list of identified respondents to the 6/6/96 RFI, and now also a draft of RFP Section L for comment.
