successful contractor will be required to provide thirty-three (33)
three phase and six (6) single phase microprocessor based overcurrent
protective relays to be used to replace the Kennedy Space Center
Industrial Area's existing electromechanical relays in the Industrial
Area's 60 HZ power system. The contractor will also be required to
provide a manufacturer's recommended test procedure, Operation and
Maintenance manuals, and training and training materials. In addition,
the contract will fixed price options for four (4) each spare
three-phase relays and one (1) each spare single-phase relay. Relays
and documentation shall be due within ninety (90) calendar days with
training to be completed within forty-five (45) days thereafter. Relays
provided shall have performance characteristics which comply with a
Kennedy Space Center performance specification. Plan to issue
solicitation package on or before 1/10/97. All responsible sources may
submit a bid/proposal which shall be considered by the agency.An
ombudsman has been appointed to hear concerns from offerors, potential
offerors, and contractors during the preaward and postaward phases of
this acquisition -- The purpose of the ombudsman is not to diminish
the authority of the contracting officer or the selection official, but
to communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them -- When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern -- The ombudsman does
not participate in the evaluation of quotes, the source selection
process, or the adjudication of formal contract disputes -- Interested
parties are invited to call the installation ombudsman, Mr. J. A.
Thomas at 407-867-2355. Concerns, issues, disagreements, and
recommendations which cannot be resolved at the installation may be
referred to the NASA ombudsman, Mr. Thomas S. Luedtke at 202-358-2090.
