Power Unit, quantity eighteen (18 each) -- The acquisition method shall
be Two-Step Sealed Bidding. Step one will require the submission of a
technical proposal and bid sample. No pricing is involved. The
technical proposal and bid sample will be evaluated on the technical
ability to meet the statement of work including past performance. The
technical proposal shall not include prices or pricing information.
Step two will result in the issuance of sealed bids only to those
offerors submitting acceptable technical proposals in step one.
Description: The Ground Power Unit system shall be comprised of three
main modules; (1) Engine-Generator Set; (2) Battery Module; (3)
In-Hangar Power Supply Module. The Engine-Generator Set alone shall be
capable of routine maintenance, preflight check-ups and AH-1W
batteries charging. The Power Supply Module alone shall be capable of
routine in-hangar AH-1W maintenance, service, testing and AH-1W battery
charging. The combination of the Engine-Generator Set and the Power
Supply Module shall be capable of a total available load of 200
amperes, 28 volts continuous. The Engine-Generator shall be mounted on
a towable cart that will provide a 5 gallon fuel tank. The Ground
Power Unit rating shall be 5.0 kW. The power unit shall be capable of
operating on referee grade diesel fuel conforming to MIL-F-46162; DF-1,
DF-2 or DF-A diesel fuel conforming to VV-F-800; or JP-4, JP-5 or JP-8
turbine fuel conforming to MIL-T-83133. The engine used shall be
certified and labeled to meet Title 13 California Code of Regulations
sections 2400-2407. Basic dimensions, with cart shall not exceed 52"L
x 35"W x 35"H and basic liftable weight as one unit, engine, generator
and control panel shall be 265 pounds maximum. Polarized receptables
shall be provided for the following components: (a) DC power cable to
the aircraft; (b) Auxiliary battery pack module to operate with the
power unit (c) Auxiliary Power Supply Module (PSM), 28 volt DC power as
provided by an external power supply operated from a 50/60 hertz, 115
volt power source. Battery Pack Module shall interface with the power
unit and comprise of aircraft starting batteries equivalent to the
Concorde Battery Corp. P/N RG5-1. The PSM shall be capable of charging
the BPM to a fully charged condition. The Power Supply Module DC
outlet shall be 0-32 amperes at 28 volts and weight maximum of 40
pounds. Integrated Logistics is applicable. 100% Small Business
