commercial services prepared in accordance with the format in subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This is a request for quotation (RFQ) number DTCG80-97-Q-3FA757. This
solicitation document will incorporate provisions and clauses that are
in effect through Federal Acquisition Circular 90-42. The Standard
Industrial Classification code is 3732 and the size standard is 500
employees. The following is a description for the listed services. 1.
The Contractor shall provide all labor, services, equipment and
materials to overhaul a Victor Fluid Power 50-ton "Bear-Loc" system.
The job shall consist of disassembling, cleaning and inspecting
hydraulic actuators, hand pumps, accumulators, and valves. A condition
found report will be required, to include recommendations for
additional repair. The system shall be reassembled with new gaskets,
seals, wipers, o-rings, gauges, valves, and hoses and fittings in
accordance with the manufacturer's specifications. After reassembly,
the contractor shall, in the presence of a Coast Guard inspector,
demonstrate proper operation of the Bear-Loc system, including a 60 ton
pull test, in accordance with manufacturer's and Coast Guard
specifications. The contractor shall sandblast and paint the complete
system in accordance with Coast Guard specifications. Contractor is to
provide shipping cost to and from contractor's repair facility from
Granite City, Il. As prescribed in FAR 52.12-2. Evaluation-Commercial
items. The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the government, price and
other factors considered. The following factors shall be used to
evaluate offers: Price, Required Delivery Date. The following FAR
clauses will apply to this solicitation: 52.219-6 Notice of Total Small
Business Set-Aside, 52.222-41 Service Contract Act of 1965, as amended.
This notice is for informational purposes for Minority, Women-owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capitol assistance
for transportation-related contracts. Loans are available under the DOT
Short Term Lending program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
