437-5913. The Coast Guard intends to solicit, negotiate and award a
firm-fixed price, sole-source procurement to Raytheon Electronic
Systems, 1001 Boston Post Road, Marlborough, MA. The SIC Code is 7629,
Electrical and Electronic Repair Shops. The contract shall cover
maintenance services of electronic equipment that comprises the Vessel
Traffic Services (VTS) Automated Identification System (AIS), and
associated equipment installed at the Prince William Sound Vessel
Traffic Center, and at Potato Point, Cape Hinchinbrook, Naked Island
and Spit Site remote sites, all located in Alaska. Raytheon is the
Original Equipment Manufacturer (OEM) and data rights are not owned by
nor available from the Coast Guard. Raytheon developed the software
and it is proprietary. The performance period will be 1 October 1997
through 30 September 1998, with four one year options, if exercised.
The contractor shall provide necessary personnel, material, supplies,
transportation and electronics maintenance services to maintain the
VTSAIS System and LAN. Services shall include but are not limited to,
hardware maintenance, system administration duties in support of
software, software upgrades, system configuration, and maintenance of
the operating system and associated applications software. No telephone
inquiries will be accepted. Written responses, providing sufficient
data to determine capability to meet the requirement, must be received
by this office within fifteen (15) days after date of publication of
this synopsis. Sources must have secured a licensing agreement from
Raytheon to maintain this equipment. If no responses are received
within the fifteen (15) days, with sufficient information to determine
that another responsible source is available, negotiations will be
conducted with Raytheon Electronics Systems. The solicitation will be
issued on or about 3 April 1997, and closing on or before 30 April
1997. This Notice is for informational purposes for Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
