R -- REAL ESTATE WORK SOL RFP R8-13-97-05 DUE 031197 POC Sherra Taylor (409) 639-8523 The Big Thicket National Preserve Addition Act of 1993 (Public Law-103-46) authorizes the exchange of certain lands within the Davy Crockett National Forest and the Sabine National Forest to three separate corporate timber companies, resulting in approximately 11,000 acres of additional lands to be acquired by the National Park Service. The National Forests and Grasslands in Texas, headquarted in Lufkin, Texas is preparing Solicitation RFP R8-13-97-05 for fair market value appraisals covering the lands involved with this project. The contract will entail the preparation of six (6) full narrative, self-contained appraisal reports covering both Federal and private estates. The properties to be appraised are located in the Piney woods of East Texas with the USDA tracts located in Houston, Trinity, Sabine and Jasper Counties, Texas and the private tracts located in Hardin, Polk, and Tyler Counties. The appraisal reports shall conform with the Uniform Appraisal Standards for Federal Land Acquisitions and the Uniform Standards for Professional Appraisal Practices. All lands to be appraised have significant timber resources and associated timber value. Detail timber inventory results, certified as to accuracy by the U.S. Forest Service, will be provided to the successful contractor for use in determining the timber contribution and arriving at a final market value estimate for the properties. Extensive knowledge and understanding of forest products, local timber markets, and the ability to measure the contribution of merchantable and pre-merchantable timber values is necessary to successfully complete this contract.
